Full Job Description
The City of Richmond, Texas, is conducting a recruitment for its next Finance Director. As the county seat of Fort Bend County, the City of Richmond lies on the growing edge of the Houston metropolitan area. Steeped in history, tradition, and stability, Richmond seeks a Finance Director committed to public service, willing to be challenged, open-minded to new ideas and ways of maintaining and improving our service levels, and possessing excellent character to lead the Finance team.

Job Summary

The Finance Director is a key member of the City's Management team. The primary responsibilities of this position are to provide timely and accurate analysis of budgets, financial trends, and forecasting and budget modeling to support strategic decision-making. This position will oversee the day-to-day operations for planning, implementing, managing, and controlling all fiscal activities for the City, including but not limited to debt, treasury management, purchasing, financial planning, and revenue collections. While ensuring legal and regulatory compliance for all accounting and financial reporting functions. In addition, this position will provide direct supervision of staff within the Finance Department.

MINIMUM QUALIFICATIONS

Formal Education:
• Bachelor's degree in Accounting, Finance, Business Administration or Public Administration. Advanced degree desirable.
• A Master's Degree in Accounting, Finance, Public Administration, Business, or a related field and/or CPA is preferred.

Formal Education:
• Five (5) to ten (10) years of relevant experience in progressively responsible financial leadership roles.
• Prior budgeting experience in a municipality is required. Prior auditing and payroll management experience is helpful. Must be PC literate.
• Experience working with Incode software is highly desirable.

Training (License and/or Certification):
• Texas Class C driver's license.
