Project Overview:

Bechtel's Manufacturing & Technology (M&T) Business Unit is designing and building an Active Pharmaceutical Ingredient (API) Manufacturing Facility located at Generation Park in Houston, TX. Job Summary:

In this position, you will lead the field Project Controls organization responsible for cost engineering, cost control, forecasting, planning and scheduling, progress measurement, change management, and project reporting. You will provide leadership, oversight, and strategic direction to ensure effective integration of cost, schedule, risk, and project performance information to support successful project execution. You will work closely with Construction, Engineering, Procurement, Contracts, and client representatives to drive informed decision-making and achievement of project objectives. #LI-SM2

Major Responsibilities:

  • Leads and manages all field Project Controls activities, including cost control, forecasting, planning and scheduling, progress measurement, risk management, change management, and reporting.
  • Directs development, maintenance, analysis, and reporting of project budgets, forecasts, schedules, trends, risks, and key performance indicators to support project decision-making.
  • Provides leadership and oversight of the project controls organization, including staffing, work assignment, training, mentoring, performance management, and capability development.
  • Ensures integration of cost, schedule, risk, change management, forecasting, and claims processes to provide an accurate assessment of project performance and future outcomes.
  • Partners with project leadership and functional teams to identify issues, develop corrective actions, and drive project execution.
  • Leads project performance reviews and provides analysis of trends, variances, productivity, and forecast outcomes to project and senior management.
  • Oversees project execution metrics, progress measurement systems, and reporting tools to support field operations and management decision-making.
  • Supports development and evaluation of changes, trends, and claims by ensuring impacts are properly assessed, documented, and incorporated into project forecasts and schedules.
  • Reviews and approves cost reports, schedule updates, forecasts, project financial status reports, and other project controls deliverables for accuracy and consistency.
  • Serves as the primary Project Controls interface with customers, subcontractors, and external stakeholders on project performance matters.
  • Provides oversight, training, and mentoring to Project Risk Coordinators and Project Risk Specialists and ensures effective implementation of risk management processes across the project.
  • Identifies risks, opportunities, and emerging project issues and develops mitigation and recovery strategies in coordination with project leadership.
  • Promotes implementation of Project Controls procedures, systems, standards, and continuous improvement initiatives across the project organization.


Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience


Required Knowledge and Skills:

  • Demonstrated leadership, communication, and team-building skills, including experience leading multidisciplinary Project Controls teams on large EPC projects.
  • Extensive knowledge of cost engineering, planning and scheduling, forecasting, risk management, change management, and integrated project controls processes.
  • Strong understanding of Engineering, Procurement, Construction, Startup, and Project Controls work processes.
  • Experience analyzing project performance, identifying risks and trends, and driving corrective actions.
  • Strong communication and interpersonal skills with the ability to present complex project information, influence decisions, and build alignment among stakeholders.
  • Familiarity with Bechtel Project Controls systems, processes, and procedures.
  • Experience leading Project Controls teams in both field and home office project environments.
  • Experience managing relationships with customers, subcontractors, and strategic project partners.
  • Ability to produce and communicate high-quality project reporting, analysis, and forecasts.
  • Preferred experience in Data Centers and/or Semiconductor projects.
