The Proposal Writer will partner closely with executive leadership, technical subject matter experts (SMEs), and teaming partners. You will play a critical role in drafting core volumes, conducting reciprocal editorial reviews, and ensuring all submissions clearly articulate Praescient's discriminators, win themes, and value proposition.
This role can be performed remotely, provided you reside in the United States.
Primary Responsibilities:- Write and integrate compliant, persuasive technical, management, staffing, transition, quality, corporate experience, past performance, key personnel, and executive summary content across federal RFP, RFQ, RFI, sources-sought, and task-order responses.
- Analyze solicitations and amendments (specifically Sections C, H, L, and M, SOWs/PWSs, evaluation criteria, and submission instructions) to ensure 100% compliance and requirement traceability.
- Develop and utilize annotated outlines, writing plans, compliance crosswalks, and proposal templates to guide content creation.
- Conduct in-depth interviews with program managers, solution architects, engineers, recruiters, and partner personnel to extract technical solution details, proof points, metrics, risks, and win themes.
- Translate complex technical solutions-including data engineering, analytics, AI/ML, cloud architecture, DevSecOps, cybersecurity, software development, and systems integration-into clear, compelling narratives tailored to federal evaluators.
- Substantively edit, rewrite, and organize draft inputs provided by SMEs, internal contributors, and teaming partners, resolving gaps, unsupported claims, and inconsistent messaging.
- Conceptualize informative proposal graphics, callout boxes, tables, and action captions to support written narratives.
- Participate actively in proposal color reviews (Pink, Red, Gold) and lead rapid content recovery and revision cycles based on reviewer feedback.
- Provide reciprocal peer reviews and copy editing across volumes to ensure unified voice, readability, correct acronym usage, and alignment with corporate style guidelines.
- Use approved generative-AI tools for requirements extraction, outline drafting, rewriting, gap identification, and editorial polishing, while strictly validating all generated content against source documents.
- Support document production, formatting, and page-count management in accordance with solicitation limits and formatting standards.
- Maintain and update reusable content libraries, approved past performance write-ups, resume repositories, capability matrices, and boilerplate materials.
Required Qualifications:- At least four (4) years of direct federal proposal writing experience, with demonstrated responsibility for authoring substantive technical, management, and past performance sections.
- Exceptional writing, developmental editing, and proofreading skills, with a proven ability to materially transform raw SME notes into polished, persuasive proposal prose.
- Strong understanding of federal acquisition processes, standard RFP structures (Sections C, L, M), and Shipley- or APMP-aligned proposal methods.
- Demonstrated experience mapping text directly to solicitation requirements, compliance matrices, and annotated outlines.
- Hands-on experience utilizing ChatGPT or enterprise generative-AI tools for drafting, synthesizing, rewriting, and quality control, accompanied by rigorous source-verification practices.
- Advanced proficiency in Microsoft Word (styles, formatting, tables, template management) and working knowledge of PowerPoint, SharePoint, Teams, and Adobe Acrobat.
- Ability to manage concurrent writing assignments, meet strict deadlines, and collaborate effectively in a fully remote environment.
- U.S. citizenship required due to federal customer and information-access requirements.
- Ability to successfully pass company background checks and employment verification.
Preferred Qualifications:- Association of Proposal Management Professionals (APMP) Foundation certification or formal proposal writing training (e.g., Shipley).
- Experience writing winning proposals for DoD, the Intelligence Community, DHS, DOJ, or civilian federal agencies.
- Experience writing for small-business prime bids, subcontractor inputs, and major IDIQ/GWAC task-order responses.
- Familiarity with translating IT and data-heavy concepts into lay-friendly federal solution narratives.
- Bachelor's degree in English, Communications, Journalism, Business, Information Technology, or a related field; equivalent relevant work experience will be considered.
