The Federal sector represents a strategic growth opportunity for Kleinfelder.  To accelerate our expansion within this sector, Red River Area is seeking a dynamic Federal Program Manager to also serve as the Central Division Federal Sector Leader to lead market growth, business development, and delivery of large-scale, multi-discipline federal projects across the Central Division.   The role is responsible for expanding Kleinfelder's Federal market presence through client development, capture planning, and pursuit leadership, while ensuring successful execution of complex, multi-disciplinary federal programs and projects.  Success in this role will be measured by market growth, client satisfaction, project performance, and development of internal teams.

 

Role Responsibilities

  • Lead and manage large-scale, multi-discipline projects (within and outside of the Federal sector) throughout their full lifecycle, ensuring quality delivery, budget adherence, and client satisfaction.
  • Manage project and program financial performance, risk management, resource planning, and quality control.
  • Lead Federal sector growth initiatives by identifying target clients, contract vehicles, funding opportunities, and strategic pursuits.
  • Develop and maintain trusted relationships with federal agency clients, teaming partners, and key stakeholders to expand Kleinfelder's market presence.  
  • Partner with Division leadership, Account Managers, and Seller-Doers to develop capture strategies and position Kleinfelder for upcoming opportunities.  
  • Support major pursuits through opportunity identification, client engagement, proposal development, reviews, presentations, and interviews.
  • Drive organic growth by expanding existing client relationships and identifying follow-on work from successful project execution.
  • Monitor federal market trends, agency priorities, funding programs, and competitor activities to inform strategic business decisions.
  • Represent Kleinfelder at industry events, conferences, and professional organizations important to Federal and other key clients.
  • Coordinate with Kleinfelder’s National Federal Program to implement company federal initiatives in the Central Division.

 

Qualifications

  • Bachelor's degree with minimum of 15 years of related work experience.
  • Minimum 10 years of project/program management experience and minimum 8 years in US Federal market with multiple agencies and existing client relationships within those agencies.
  • Demonstrated success managing large, multi-disciplinary complex projects and programs.
  • Strong business development, client management, financial management, and strategic planning experience.
  • Experience leading high-value pursuits / proposals and preparing technical reports and work plans.
  • Professional registration (PE, PG, or equivalent) and PMP certification preferred.
  • Excellent leadership, communication, negotiation, and team-building skills.
  • Proven ability to drive growth, assess market conditions, and develop successful capture and delivery strategies within the Federal market.
  • Ability to travel as needed (~30-40%).

 

This position may be based anywhere within Kleinfelder's Central Division geographic footprint, but the Red River Area (TX/OK) is preferred.
