Facility Investment (Annex 1502) Manager

NBG BOS Contract

Position Summary

The Facility Investment (Annex 1502) Manager is responsible for planning, directing, coordinating, and overseeing all facility investment, sustainment, restoration, modernization, repair, and minor construction activities performed under Annex 1502 of the NBG Base Operations Support (BOS) Contract. The Manager serves as the primary liaison with Government stakeholders and ensures all projects are executed safely, efficiently, on schedule, within budget, and in compliance with contractual requirements.

This position provides leadership for facility investment planning, project execution, resource management, performance monitoring, and customer engagement to support installation readiness and infrastructure sustainment objectives.

Essential Duties and Responsibilities

Program Management

• Manage all Annex 1502 Facility Investment requirements and activities.
• Serve as the primary point of contact for Government representatives regarding facility investment projects and program performance.
• Develop and maintain annual and long-range facility investment plans.
• Monitor and evaluate program performance to ensure compliance with contract requirements and performance metrics.
• Provide strategic recommendations regarding project priorities, resource allocation, and infrastructure improvements.

Project Planning and Execution

• Plan, prioritize, coordinate, and oversee facility repair, renovation, alteration, modernization, and minor construction projects.
• Review and validate project scopes, schedules, estimates, designs, and work plans.
• Ensure projects are completed within approved budgets and established timelines.
• Coordinate with engineering, operations, maintenance, environmental, safety, and quality personnel throughout project execution.
• Monitor project progress and implement corrective actions as necessary to mitigate delays, cost overruns, or performance issues.

Financial Management

• Develop and manage project budgets, cost estimates, forecasts, and expenditure reports.
• Track project funding and resource utilization.
• Review contractor and subcontractor proposals, estimates, and invoices.
• Identify opportunities for cost savings and process improvements while maintaining quality and compliance standards.
• Provide accurate and timely financial reporting to company leadership and Government customers.

Contract Compliance and Reporting

• Ensure compliance with contract requirements, installation regulations, applicable codes, safety standards, and Government directives.
• Maintain complete and accurate project documentation, records, reports, and project files.
• Support audits, inspections, quality assurance evaluations, and Government reviews.
• Prepare and present project status reports, briefings, and performance metrics.

Leadership and Supervision

• Lead and supervise project managers, planners, engineers, inspectors, and administrative personnel assigned to Annex 1502 operations.
• Establish work priorities and performance expectations.
• Promote a culture of safety, accountability, teamwork, quality, and customer service.
• Mentor personnel and support professional development initiatives.

Stakeholder Coordination

• Coordinate with Government representatives, Public Works personnel, contractors, engineers, architects, and other stakeholders.
• Attend planning meetings, project reviews, and customer briefings.
• Resolve project-related issues and customer concerns in a timely and professional manner.
• Maintain positive working relationships with all internal and external stakeholders.

Qualifications and Skills

Minimum Qualifications

• Minimum of 10 years of experience in facilities management, construction management, engineering, public works, installation support services, or related fields.
• Minimum of 5 years of experience managing facility investment, sustainment, repair, renovation, modernization, or construction projects.
• Demonstrated experience managing project budgets, schedules, subcontractors, and customer relationships.
• Experience supervising personnel and managing multiple projects simultaneously.
• Knowledge of facility maintenance and repair practices, construction methodologies, project controls, and quality assurance processes.
• Ability to interpret plans, specifications, technical documents, and construction cost estimates.
• Strong organizational, communication, leadership, and problem-solving skills.
• Ability to obtain and maintain all required installation access credentials.

Preferred Qualifications

• Bachelor's degree in engineering, Construction Management, Facilities Management, Architecture, Business, or related field preferred but not required.
• Certified Project Management Professional (PMP), Certified Construction Manager (CCM), Professional Engineer (PE), Certified Facility Manager (CFM), or equivalent professional certification.
• Experience supporting Department of Defense (DoD), National Guard, NAVFAC, USACE, or Base Operations Support (BOS) contracts.
• Familiarity with facility asset management principles, sustainment programs, and military installation infrastructure requirements.

• Thorough understanding of facilities management, construction, and project management principles.
• Knowledge of contract compliance, safety requirements, and quality management systems.
• Effective oral and written communication skills.
• Proficiency with Microsoft Office applications and project management software.

• Ability to effectively brief senior management and Government personnel.

Note: Equivalent combinations of education, professional certifications, military experience, and directly related facility investment or construction management experience may be considered in lieu of formal academic qualifications.
