Purpose Statement: The Export Compliance Manager reports to the Sr. Manager - International Trade Controls and will work closely with our Legal, Customer Management, and IT functions to lead the development, implementation, and continuous enhancement of the company's global export control and compliance program. This role addresses a rapidly evolving regulatory environment affecting semiconductor manufacturing equipment, commercial aerospace, defense, space, and related technologies by building scalable compliance frameworks, translating complex requirements into operational controls, and advising on high-risk cross-border technology matters. The successful candidate will lead a growing team supporting business-critical, high-visibility issues, leveraging strong executive communication skills to help leaders make informed business decisions and shape a foundational compliance function supporting global infrastructure expansion.

Key Job Accountabilities:
  • Lead the cross-functional resolution of high-visibility, high-risk trade compliance and operational challenges, serving as the primary global escalation point for difficult compliance issues requiring advanced risk assessment and stakeholder management.
  • Oversee complex global export licensing and manage the authorization process from requirements capture through application, technology control plan (TCP), and proviso planning and implementation. Monitor emerging regulatory shifts to define multi-jurisdictional trade mitigation strategies, commodity jurisdictions, and ECCN determinations.
  • Provide strategic leadership on the design and implementation of solutions to enhance deemed export compliance controls. This includes providing solutions for appropriately sharing and controlling technical data with suppliers compliantly, and managing programs to facilitate foreign visitors at facilities globally.
  • Support the development, implementation, and monitoring of global governance frameworks, policies, and compliance standards. Drive internal audits, risk assessments, compliance reviews, and restricted party screening/sanctions due diligence to continuously improve organizational visibility, metrics, and efficiency.
  • Build collaborative partnerships with business leaders, legal counsel, government agencies, and internal stakeholders to facilitate decision-making. Mentor developing team members and actively contribute to the function's long-term succession planning.

Education/Experience Qualifications:
  • Bachelor's degree or equivalent professional experience is required (a focus on legal research and regulatory interpretation is highly valued). A minimum of 5-8 years of related experience in trade compliance, export controls, international business, or legal frameworks is preferred.

Other Qualifications:
  • An intellectually curious problem solver and leader who thrives in complex, fast-paced environments.
  • Demonstrated ability to navigate situations where answers are not immediately clear and multiple competing priorities exist.
  • Strong analytical, problem-solving, and critical-thinking skills.
  • Excellent written, verbal, and interpersonal communication skills with the ability to influence stakeholders across multiple functions and organizational levels.
  • Ability to rapidly learn and apply unfamiliar technical, regulatory, or business concepts.

Preferred Qualifications:
  • Ability to serve as an Empowered Official (EO) if required.
  • CUSECO (Certified U.S. Export Compliance Officer) certification is highly desired.
  • Experience with export controls, export licensing, sanctions compliance, or related regulatory frameworks (e.g., EAR/ITAR).
  • Experience supporting audits, compliance reviews, governance activities, or risk management programs.
  • Experience with process improvement, automation, data analytics, or technology-enabled business transformation initiatives.

Physical Requirements:
  • Professional office environment with suitable lighting, comfortable temperatures, and low noise level. May require prolonged periods of sitting at a desk, using a computer, and other office equipment. Minimal physical activity is generally involved, emphasizing the importance of good posture and ergonomic workplace arrangements.
