SUMMARY
Based in San Antonio, TX. We are looking for an Executive Vice President of Emergency Response & Preparedness: this senior operator will run the operational efforts of the response enterprise for the entire organization, serve as second-in-command to the President, and is part of the succession planning for the top job. This is a high-profile, high-tempo role for a mid-career leader with plenty of fuel in the tank. It is not a 40-hour position for someone winding down a career.
When disaster strikes, this organization deploys medical teams, shelters, mobile command, and a reservist force of roughly 1,000 professionals that can scale well beyond that for major events. It is a fully funded, mission-driven nonprofit emergency management organization, which means it never has to chase a contract to keep the lights on. It can simply focus on doing the right thing for the communities it serves.
RESPONSIBILITIES
Serve as second-in-command and principal advisor to the President, and lead the organization in the President's absence.
Direct activations, deployments, and planned events, serving as incident commander or in executive coordination roles and as the face of operations to customers.
Lead preparedness and planning: emergency operations, continuity, and contingency plans, plus exercises and after-action improvement.
Oversee logistics and resource readiness across fleet, facilities, equipment, communications, and supplies.
Build a qualified, credentialed, and deployable reservist cadre through systematic readiness data and modern tools.
Set goals, budgets, and performance measures for four functional leaders and their teams, and develop the next generation of operational leaders.
Represent the organization with government agencies, healthcare and nonprofit partners, and community leaders.
EXPECTATIONS/KPI's
Within 90 days, you own the day-to-day operational decisions, and the President is no longer pulled into tactics.
Within a year, operations run competently and predictably, freeing the President to focus on growth and external relationships.
The reservist force is better known, better qualified, and faster to deploy, matched to missions by verified capability rather than familiarity.
You are trusted by the board, partners, and customers as a credible successor to the President.
KPI's
Organizational and operational readiness, including equipment uptime and plan currency.
Effective execution of emergency operations and deployments.
Reservist qualification, credentialing, and deployment readiness.
Integration across operations, planning, logistics, and cadre functions.
Responsible stewardship of financial, personnel, and operational resources, and compliance with regulatory and contractual requirements.
QUALIFICATIONS & REQUIREMENTS
Ten or more years of progressive leadership, including at least seven at the senior or executive level, in fire service, emergency management, public safety, healthcare preparedness, or a related field. Fire service leadership is strongly preferred.
Proven command of emergency operations, significant incidents, or large-scale deployments in a life-safety environment.
Experience leading multidisciplinary teams and managing budgets, personnel, and organizational performance.
Bachelor's degree in emergency management, public administration, business, homeland security, public safety, or a related field required; master's preferred.
ICS-100, ICS-200, ICS-300, ICS-400, IS-700, and IS-800 required.
Emergency Medical Responder certification or higher at hire, or within one year.
Preferred: CEM, FEMA Professional Development and Advanced Professional Series, MEP, continuity of operations training, PMP or equivalent.
Availability outside normal hours during emergencies, and the ability to travel with limited notice and work in field and EOC environments.
