About the Opportunity

The Federal Reserve Bank of Richmond is seeking an experienced payments professional to join the Dedicated Supervisory Team (DST) responsible for the consolidated supervision of Capital One Financial Corporation, with a specific focus on Capital One's global payment network businesses (Discover, PULSE, and Diners Club International).


This is a unique opportunity to bring deep, practitioner-level knowledge of the credit and debit card industry into a supervisory role with direct influence on the safety and soundness of an important payment network serving millions of Americans and people from around the world. The successful candidate will be an integral part of the DST, reporting to theDeputy Central Point of Contact (DCPC)for Capital One and will work closely with the Central Point of Contact (CPC), fellow examiners, and interdisciplinary subject matter experts across the Federal Reserve System.


What You Will Do

  • Lead or participate in examinations assessing the effectiveness of the payment network's risk management framework and internal controls, ensuring safe and sound operations and compliance with applicable laws and regulations.
  • Conduct ongoing monitoring of board and senior management committee packages, MIS, and other reporting to understand and evaluate the business lines and identify risks associated with the business lines activities
  • Lead external meetings with the supervised firms senior management to discuss and evaluate risks and trends affecting the payment network and share conclusions.
  • Work both independently and collaboratively within the DST to plan, execute, and report on supervisory activities related to the payment network.
  • Monitor, evaluate, and document the remediation status of any applicable enforcement actions and supervisory findings related to the payment network, escalating issues to the DCPC/CPC and broader supervisory team as warranted.
  • Identify, assess, and communicate both known and emerging risks and trends affecting Capital One and the broader payments ecosystem, including network competitors, participants, and infrastructure.
  • Demonstrate well-reasoned judgement in decision making and clearly communicate conclusions to senior management of the supervised firm and internal stakeholders. This includes preparing presentations for Reserve Bank management on examination conclusions, supervisory issues, emerging risks, or specific topics of interest.
  • Build and maintain effective working relationships with key stakeholders, including Capital One management, DST colleagues, System partners, and other domestic and international regulatory agencies as appropriate.
  • Support the DCPC in coordinating supervisory strategy, resource planning, and reporting related to payment network oversight.

What Were Looking For

Required:

  • Qualified candidates will have industry experience and working knowledge of the credit and debit card industry, gained through a risk, compliance, audit, or assurance role at a major U.S. payment network (e.g., Visa, Mastercard, American Express, Discover, or a major debit network such as PULSE, STAR, NYCE, etc.). Senior level candidates will have 5 to 9 years of this experience, while Advanced level candidates will have 9+ years of this experience and deeper subject-matter expertise.
  • Strong understanding of payment network operations, risk management practices, governance structures, and the regulatory landscape applicable to credit and debit card networks.
  • Ability to analyze complex information, exercise sound judgment, and communicate conclusions clearly to senior stakeholders, both written and verbal.
  • Excellent written and verbal communication abilities with strong problem solving and analytical skills with the ability to analyze large amounts of information, enable sound decision-making and create meaningful change.
  • Willingness and ability to work independently while contributing effectively as part of a broader supervisory team.
  • Willingness to pursue and maintain Federal Reserve examiner commissioning, including required training and examination.
  • Up to 25% travel may be required and will vary depending on the location of the successful candidate.
  • Bachelors degree in relevant field is required. Graduate degrees and/or relevant professional certifications encouraged.

Preferred / Also Considered:

  • Experience in a risk, compliance, or assurance capacity at a major network participant, such as a merchant acquirer, processor, or acquiring bank.
  • Existing Federal Reserve (or other federal banking agency) examiner commission.
  • Familiarity with Federal Reserve supervisory frameworks, enforcement action processes, and regulatory reporting expectations.

Other Requirements and Considerations:

  • This role is required to work in-person at one of the Richmond Federal Reserve Bank Offices four days per week.
  • This position requires access to confidential supervisory information and/or FOMC information, which is limited to "Protected Individuals" as defined in the U.S. federal immigration law. Protected Individuals include, but are not limited to, U.S. citizens, U.S. nationals, and U.S. permanent residents who either are not yet eligible to apply for naturalization or who have applied for naturalization within the requisite timeframe. Candidates who are not U.S. citizens or U.S. permanent residents may be eligible for the information access required for this position and sponsorship for a work visa, and subsequently for permanent residence, if they sign a declaration of intent to become a U.S. citizen and meet other eligibility requirements.
  • In addition, all candidates must undergo an enhanced background check and comply with all applicable information handling rules, and all non-U.S. citizens must sign a declaration of intent to become a U.S. citizen and pursue a path to citizenship.
    • Under Conflict of Interest guidelines administered by the Board of Governors of the Federal Reserve System, examining personnel may not participate on an examination of a financial institution or affiliate if the examiner was employed by the financial institution or affiliate within the past 12 months.
    • Please review Banks Employee Code of Conduct to ensure there are no major issues related to your previous employment and current financial interests (relevant sections are 5.3 and Appendix B, Parts I, II and III). FRB ethics rules generally prohibit employees and their immediate families from owning investments in banks, savings associations, or their holding companies (Section 5.3). Additionally, employees engaged in Supervision and Regulation may be subject to borrowing and deposit restrictions. These employees may need to recuse themselves from certain supervisory work based on:
      • Their borrowing relationships (Appendix B Parts I.1, II.1 and II.2)
      • If a financial institution employs a member of the employees immediate family (i.e. spouse, child, parent, or sibling) (Appendix B Part I.3 and Part II.3)
      • If the individual was employed by the financial institution or affiliate within the past 12 months (Appendix B Part I.3 and II.3).
      • In certain cases, the recusal may be so extensive it could materially reduce the effectiveness of the prospective employees job responsibilities.
  • The hiring range of the Senior level is $127,000 - $175,000 annually and the hiring range for the Advanced level is $140,000 - $193,000.
