Position Overview

The Estimating Manager is responsible for leading the Estimating Department and overseeing the development and delivery of accurate, competitive, and comprehensive project bids and estimates. Reporting to the VP of Preconstruction, this role provides leadership and direction to estimating teams, establishes and governs estimating processes and best practices, and ensures consistency, accuracy, and accountability across all pursuits. The Estimating Manager also oversees estimating resources, tools, historical cost data, productivity benchmarks, estimate methodologies, and turnover to operations while partnering with project teams, clients, and executive leadership throughout the preconstruction process.

Responsibilities

  • Lead and manage the Estimating Department, including people, processes, resources, tools, and overall department performance
  • Assign estimating resources based on project requirements, workload, expertise, and pursuit priorities
  • Develop, maintain, and improve estimating tools, templates, historical cost data, productivity benchmarks, and best practices
  • Provide guidance to Estimating Leads on RFP requirements, scopes of work, project requirements, client requirements, and bid requirements
  • Review and approve estimate approaches, methodologies, and estimate plans to ensure consistent and effective estimating practices
  • Participate in proposal and estimate kickoff meetings, pre-reviews, and executive reviews to support the development and presentation of competitive bids
  • Oversee the development of Design-Build, EPC, Lump Sum, Time & Material, Unit Rate, and Conceptual estimates, including Basis of Estimate narratives and comprehensive clarifications, exclusions, and inclusions
  • Evaluate productivity impacts and validate key estimating metrics based on project, client, market, and execution requirements
  • Drive the use of Advanced Work Packaging (AWP) principles in bids and estimates where applicable
  • Ensure estimates are accurate, complete, competitive, and aligned with project execution strategies and constructability requirements
  • Support the College Intern Program through mentoring, training, and development of future estimating professionals
  • Collect, maintain, and utilize project closeout and historical data to improve future estimate accuracy and consistency
  • Review and approve estimate turnover packages following project award and facilitate commercial handoff meetings with Operations
  • Provide leadership, mentoring, and technical guidance to estimating personnel with varying levels of experience and across multiple disciplines
  • Promote continuous improvement, accountability, and consistency throughout the estimating process and across all company pursuits

Requirements

  • Bachelor's degree in Construction Management, Engineering, or a related field preferred
  • 15+ years of project estimating experience, preferably supporting projects ranging from $10 million to $250 million
  • 5+ years of experience managing an estimating team, preferably with responsibility for 12-20 personnel
  • Experience estimating projects across multiple contracting and delivery methods, including Design-Build, EPC, Lump Sum, Time & Material, Unit Rate, and Conceptual
  • Experience in one or more industrial markets such as Oil & Gas, Chemicals, Refining, LNG, Power, Pharmaceutical, Food & Beverage, Data Centers, Microchips, or EV Battery
  • Multi-discipline estimating experience preferred, including equipment setting, structural steel, plumbing, process piping fabrication and installation, HVAC, electrical power distribution, and instrumentation/process controls
  • Strong knowledge of estimating methodologies, constructability, project execution strategies, and Advanced Work Packaging (AWP)
  • Experience developing Basis of Estimate narratives and comprehensive clarifications, exclusions, and inclusions
  • Strong leadership and team management skills, with the ability to mentor, train, and direct estimating professionals with varying levels of experience
  • Excellent analytical, problem-solving, organizational, time management, presentation, interpersonal, and technical writing skills
  • Ability to apply sound estimating judgment when project documentation is incomplete, unclear, or inconsistent
  • Advanced proficiency in Microsoft Excel and proficiency in Microsoft Office Suite, including Outlook, Word, and PowerPoint
  • Proficiency in Bluebeam
  • Ability to manage multiple priorities and meet aggressive deadlines while maintaining accuracy and accountability
