Full Job Description
ROLE
The Estimating Lead, Infrastructure is responsible for developing and delivering comprehensive proposals for major energy infrastructure projects, including oil and gas facilities, aboveground and underground pipelines, compressor stations, and civil and structural works. This role leads multidisciplinary teams through the full bid lifecycle, from bid strategy and scope development through final executive approval and post-bid client clarifications, ensuring proposals are accurate, competitive, and aligned with project execution strategies. The Estimating Lead, Infrastructure combines strong technical estimating expertise with practical construction knowledge to produce detailed and defensible cost estimates and supports informed decision-making throughout the proposal process.

KEY RESPONSIBILITIES
  • Lead multidisciplinary bid teams through the full bid lifecycle, from bid strategy and scope development through final executive approval and submission.
  • Develop bid strategies and execution assumptions in collaboration with engineering, operations, and project management to ensure estimates align with how the work will be built.
  • Plan and manage bid schedules, assign tasks to estimating team members, and manage competing deadlines across multiple proposals.
  • Oversee the development of detailed and defensible cost estimates, including quantity takeoffs, labor and equipment productivity, materials, subcontract pricing, and indirect costs.
  • Review and validate estimates prepared by Senior Estimators and Estimators for accuracy, completeness, and consistency with company standards.
  • Lead scope development and constructability reviews to identify cost drivers, risks, and opportunities, and recommend risk mitigation and contingency strategies.
  • Prepare and present bid summaries, risk assessments, and pricing recommendations to senior leadership for final executive approval.
  • Work closely with the procurement team to solicit, evaluate, and level vendor and subcontractor bids.
  • Ensure proposals are accurate, competitive, and compliant with client requirements and submission instructions.
  • Lead post-bid client clarifications, negotiations, and scope reviews, and support the handover of awarded projects to operations teams.
  • Drive continuous improvement of estimating processes, tools, and cost databases, incorporating lessons learned and historical project data.
  • Mentor, coach, and develop Senior Estimators, Estimators, and other team members.
  • Participate in pre-bid meetings, site visits, and client presentations as required.

POSITION REQUIREMENTS
Qualifications
  • Bachelor's degree in engineering, construction management, or a related field.
  • Registration as a Professional Engineer (P.Eng.) with APEGA, or eligibility for registration, is preferred.
  • Project management education or certification is an asset.
  • Professional certifications such as Certified Professional Estimator (CPE) or membership in AACE International are an asset.

Experience
  • 10+ years of experience in estimating large-scale energy infrastructure projects, including demonstrated experience leading bid teams on major proposals.
  • Experience estimating oil and gas facilities, aboveground and underground pipelines, compressor stations, and civil and structural works.
  • Strong understanding of construction methods, constructability, materials, labor productivity, equipment costs, and project cost drivers.
  • Proficiency in estimating software such as Hard Dollar, or similar tools.
  • Familiarity with project scheduling software (Primavera P6, TILOS) is an asset.
  • Experience working with different contract types, including lump sum, unit rate, and cost-plus contracts.

Skills and Knowledge
  • Proven leadership skills with the ability to direct and motivate multidisciplinary teams.
  • Strong analytical skills, attention to detail, and risk assessment capabilities.
  • Thorough understanding of project scope, constructability, and cost drivers.
  • Ability to read and understand relevant construction documents including contracts, drawings, specifications, subcontracts.
  • Understanding of estimating & project management theories, methodologies and industry practices.
  • Excellent communication, negotiation and organizational skills, with the ability to collaborate effectively across engineering and operations teams.
  • Ability to manage competing deadlines while maintaining a high standard of accuracy and accountability.
  • Advanced knowledge of MS Office Suite.

WORKING CONDITIONS
This is a permanent position based at our Spruce Grove, AB office with a 5-day work week, 8-hour days. Travel to project sites may be required.

REPORTING RELATIONSHIPS
The Estimating Lead, Infrastructure reports to the Head of Estimating.
