One Federal Solution (OFS) is seeking an experienced ER Program Analyst Requirements Manager to serve as Key Personnel supporting a potential Federal Government customer at DC3. This position will provide analytical, requirements management, portfolio management, scheduling, and program execution support to Government stakeholders.

Key Responsibilities- Support Government stakeholders with analytical, requirements management, and portfolio management activities.
- Establish, maintain, and support portfolio and requirements management processes.
- Develop and monitor methodologies, tools, and documentation supporting requirements definition and prioritization.
- Support scheduling, cost, and performance tracking.
- Collaborate with Program Managers and directorates on PPBE activities.
- Support requirements intake and adjudication and integrated program execution.
- Identify duplicative, inefficient, or disconnected requirements and processes.
- Develop reports, metrics, and analytical products for Government review.
- Apply program management and PMO best practices.
- Communicate risks, issues, and opportunities to Government stakeholders.
Required QualificationsCandidates must meet all of the following requirements:
- Current TS/SCI clearance.
- U.S. Citizen.
- One of the following education/experience combinations:
- Bachelor's degree plus 8+ years of relevant experience;
- Master's degree plus 6+ years of relevant experience; or
- PhD plus 3+ years of relevant experience.
- Specialized experience leading large, complex projects for DoW/DoD or the Federal Government.
- Experience developing and managing schedules using Microsoft Project.
- Knowledge and experience with Earned Value Management (EVM) and project control concepts.
- Demonstrated experience managing the entire change lifecycle, including identifying, evaluating, approving, monitoring, and documenting changes to established processes and systems.
- Extensive program management experience across multiple domains, including requirements and capability development, acquisitions, procurement, and resource management.
- Proven ability to synthesize complex information and develop comprehensive reports supporting program objectives and senior-level decision-making.
