Responsibilities

*This is for an upcoming future opportunity. This position is part of a proposal effort and is contingent upon contract award. This will be based out of Patuxent River, MD.

Noblis is looking for a Senior Environmental Engineer for an upcoming proposal effort in Patruxent River, MD. The Senior DEA/NATO Engineer will provide program management services, technical support, and assistance in program coordination within and outside the Navy for NATO, Data Exchange Agreements (DEA), and International Maritime Organization (IMO) activities. This role will directly support the Naval Surface Warfare Center, Carderock Division (NSWCCD) in ensuring the Navy's compliance with international treaties, standards, and agreements while advancing collaborative environmental technology programs with allied nations. This position will operate and coordinate extensively with NATO working groups, IMO committees, international partner navies, and DoD stakeholders to ensure the Navy's environmental programs comply with international obligations.

Primary Duties & Responsibilities (NATO, DEA, and IMO Support)
  • Provide program management services, technical support, and assistance in program coordination within and outside the Navy for NATO, DEA, and IMO
  • Perform legislative reviews, rulemaking, and international treaty reviews
  • Assist in review and development of associated documentation
  • Coordinate review activities with NAVSEA, Navy Headquarters, and other military services/agencies
  • Monitor and assess proposed changes to international treaties and conventions for potential Navy impact
  • Analyze documents for their impact and relevance to Navy programs
  • Evaluate NATO Standardization Agreements (STANAGs) and allied publications for applicability to NSWCCD programs
  • Assess IMO Marine Environment Protection Committee (MEPC) resolutions for Navy compliance obligations
  • Prepare written analyses and summary reports for program leadership and stakeholders
  • Support the drafting of standards and regulations applicable to NATO, DEA, and IMO requirements
  • Prepare supporting presentations and briefing materials for meetings and outreach (CDRL A008)
  • Develop position papers and technical documentation for international negotiations and working group sessions
  • Coordinate with allied nations and international bodies on technical standards development
  • Conduct studies on shipboard environmental systems and shore operations
  • Perform legislative reviews, rulemaking, and international treaty analyses
  • Analyze regulatory documents for impact and relevance to Navy programs
  • Draft standards and regulations; prepare supporting presentations and briefing materials
  • Write, review, edit, provide comments, and revise technical documents including reports and specifications
  • Develop technical assessments, international agreements, and Standard Operating Procedures (SOPs)
  • Review and develop drawings; rewrite/incorporate revisions into existing documents
  • Attend technical and programmatic meetings; provide minutes and track action items to completion
  • Arrange, organize, coordinate, schedule, and facilitate events including meetings, program reviews, and symposia
  • Design and develop informational posters, brochures, specification sheets, and marketing consumables
  • Support Program Office - Navy Modernization Process (NMP)
  • Provide support to Program Managers (PMs) / Subject Matter Experts (SMEs)
  • Assist in preparation of program management plans, schedules, and budgets
  • Occasional travel to NATO meetings, IMO conferences, international symposia, and Fleet/program office locations (CONUS and OCONUS)
  • Regular coordination with international partners, allied nation representatives, NATO working groups, and IMO delegates
  • May involve working with hazardous materials as described in individual Task Instructions

Required Qualifications

  • Bachelor's degree in Mechanical, Chemical, Environmental, or Systems Engineering from an accredited College or University
  • Shall possess five (5) years of experience in work related to NATO, DEA, and IMO Support
  • Must be a US Citizen with an actice Secret Clearance
  • Experience in the following skills & knowledge areas:
    • International Treaty Knowledge - Expert knowledge of NATO Standardization Agreements (STANAGs), Data Exchange Agreement processes and protocols, and IMO conventions
    • Maritime Environmental Law - Familiarity with MARPOL 73/78 (International Convention for the Prevention of Pollution from Ships) and applicable IMO resolutions
    • Navy Policy - Knowledge of OPNAV-M 5090.1 (Environmental Readiness Program Manual) and Navy environmental policy documents
    • Legislative Analysis - Experience with international treaty review, legislative analysis, and rulemaking processes affecting naval operations
    • Document Analysis - Ability to analyze complex international documents (regulations, directives, resolutions) for impact and relevance to Navy programs
    • Standards Development - Proficiency in drafting standards, regulations, technical agreements, and supporting international negotiations
    • Communication - Strong written and verbal communication skills for coordination across Navy, DoD, NATO, and international stakeholder audiences
    • Briefing Preparation - Experience preparing presentations and briefing materials for senior leadership and international working groups
    • IT Proficiency - Proficiency with MS Office products, Adobe Acrobat, and database management tools; ability to obtain/maintain required security clearance

Desired Qualifications

  • Should possess ten (10) years of experience in work related to SOW Section 5.4.9 - NATO, DEA, and IMO Support
  • Prior experience supporting Navy or DoD NATO working groups, committees, or panels
  • Experience with Data Exchange Agreement (DEA) negotiation, development, and management
  • Familiarity with IMO Marine Environment Protection Committee (MEPC) proceedings and resolutions
  • Knowledge of international environmental standards applicable to naval vessels and offshore operations
  • Experience with Foreign Military Sales (FMS) programs and international defense coordination
  • Understanding of Navy ship waste management technologies and environmental systems
  • Prior experience with CDRL preparation and delivery in a DoD contract environment
  • Knowledge of the Navy Modernization Process (NMP) and Engineering Change Proposals (ECPs)
  • Experience coordinating with allied navies on environmental technology programs and joint initiatives

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
