Job Description

This position is located at a Semiconductor Manufacturing Facility.

Position Purpose:

Provides program management oversight for the facility's environmental compliance programs such as hazardous waste profiling, shipping, and management, Storm Water compliance, and other similar/related environmental compliance programs as defined by local, state, and federal regulatory agencies and authorities and the sites contract stipulations. Will implement and directly supervise at least one program within the oversight reach (e.g. hazardous waste management) and provided supervisory support to staff within the other areas of oversight. Can be called to conduct associated laboratory packing procedures; participates, leads and/or assists with industrial/commercial plan reviews, public outreach and education, enforcement of NPDES, Regional Monitoring, and Municipal Regional Stormwater Permit Program's provisions and local ordinance provisions, coordination with other City departments and divisions, etc.

Primary Duties/Responsibilities:
  • Supervises staff within the waste management, Industrial Pretreatment, and compliance areas
  • Conducts: periodic internal reviews or audits to ensure that compliance procedures are followed; internal investigation of compliance issues; assess compliance, or operational risks and develop risk management strategies for areas of oversight and execution
  • Conduct environmental audits to ensure adherence to regulatory permit and contractual standards
  • Disseminate written policies and procedures related to compliance activities and translates into work plans/work action
  • Must possess a valid driver's license and a safe driving record
  • Must be able to interact with Industrial/Commercial Contacts and present themselves/ VWNA in a professional manner
  • Write reports and business correspondence with the Client, Regulatory agencies and the regulated community
  • Ability to effectively present information and respond to questions from managers, clients, regulatory agencies, and industrial/commercial clients.
  • Samples and inspects commercial and industrial facilities for compliance with federal regulations and local ordinances and management objectives.
  • Investigates, and reports RCRA, DOT and 90 day issues.
  • Interfaces with local businesses and city officials on a daily basis to achieve compliance objectives.
  • Assists in community outreach activities.
  • Assists in laboratory support activities
  • Reports and documents the results of inspections and work performed.
  • Operates vehicles and mobile equipment for environmental compliance purposes.
  • Assures work is performed in a safe and professional manner by following established safety, operating, and emergency response procedures.
  • Performs cleanup and housekeeping tasks for work area, tools, and equipment.
  • Performs related duties as needed.

Work Environment:

  • Requires working in outside and inside environments with noise and all temperatures and climatic conditions, and must be able to work under adverse weather conditions for extended periods of time.
  • Requires using chemicals for laboratory sampling purposes.


Qualifications

Education/Experience/Background:
  • Experience or knowledge of waste profiling and management techniques
  • College level Chemistry

Knowledge/Skills/Abilities:
  • Excellent written and verbal communications skills
  • Ability to communicate successfully with client, regulatory officials and members of the general public
  • Ability to manage multiple tasks
  • Ability to manage databases
  • Some knowledge of analytical laboratory testing procedures
  • Must demonstrate a working ability to use computer programs.
  • Requires good reading, math, writing, scientific, and verbal communication skills; and the ability to read and understand blueprints and building plan specifications.
  • Requires the ability to understand and follow verbal and written instructions.
  • Must have the ability to establish effective working relationships with other employees.

Required Certification/Licenses/Training:
  • Must have a valid driver's license with a safe driving record

Physical Requirements:
  • Ability to work in various positions which require bending (30%), walking (20%), standing (10%), and sitting (40%).
  • Requires lying on back, kneeling, crawling, twisting, and squatting.
  • Body movements require working with hands extended above and below head and from body up to 40 minutes, using hand tools weighing up to 15 pounds.
  • Must be able to lift and carry 60 pounds in standing and bending positions, and carry while walking distances of 10 feet.
