Responsibilities:

  • Provides technical/management leadership for enterprise ServiceNow IT service portfolio and catalog management

  • Directs infrastructure architecture development establishing alignment with DOS and Federal standards across global enterprise

  • Establishes architectural direction translation strategy into support requirements including enterprise impact assessments

  • Directs IT infrastructure standards development achieving standardized configurations across organization supporting 350+ facilities

  • Establishes governance review process strategy including communication, training, and organization-wide standards adoption

  • Directs metrics development to measure adoption and compliance supporting compliance monitoring across enterprise

  • Establishes service portfolio strategy ensuring comprehensive set of products and services aligned with agency modernization goals

  • Provides technical/management leadership on major assignments, establishes goals and plans that meet project objectives, and directs activities with overall responsibility for financial management, methods, and staffing

Qualifications:

Required –

  • BA/BS degree and 13+ years of relevant enterprise architecture, infrastructure engineering, systems engineering, or related IT experience; equivalencies considered.

  • Active Secret clearance.

  • Extensive experience serving as an Enterprise Architect, Solutions Architect, Infrastructure Architect, or equivalent technical leader supporting large-scale, complex enterprise IT environments.

  • Demonstrated experience developing and maintaining enterprise architecture strategies, reference architectures, technology standards, roadmaps, and modernization plans aligned with organizational objectives.

  • Experience translating business, mission, and technology strategies into enterprise architecture requirements, technical solutions, and implementation roadmaps.

  • Strong knowledge of enterprise infrastructure architecture, including compute, storage, networking, virtualization, cloud/hybrid-cloud, identity, security, and enterprise application platforms.

  • Demonstrated experience establishing architecture governance, technical standards, design review processes, and configuration standards across distributed enterprise environments.

  • Experience conducting enterprise impact assessments, architecture reviews, technology evaluations, and gap analyses to support modernization and investment decisions.

  • Experience developing and driving adoption of standardized enterprise architectures and configurations across geographically dispersed locations and technical environments.

  • Experience with ServiceNow or comparable enterprise ITSM platforms, including service portfolio, service catalog, CMDB, or related capabilities.

Desired –

  • Prior experience supporting Federal Government enterprise IT environments, particularly the Department of State.

  • Experience architecting solutions for large-scale, globally distributed environments supporting hundreds of locations and tens of thousands of users.

  • Familiarity with Federal enterprise architecture, cybersecurity, cloud, and modernization standards and frameworks.

  • Experience supporting enterprise cloud adoption, data center modernization, application modernization, or Zero Trust initiatives.

  • Experience with ServiceNow Strategic Portfolio Management (SPM), ITSM, CMDB, or related platform capabilities.

  • Relevant certifications such as TOGAF, AWS/Azure architecture, ITIL 4, CISSP, or equivalent enterprise architecture/technology certifications.
