The Role
Synthesizes customer contractual needs and requirements into system test solutions that acknowledges technical, schedule and cost constraints. Develops and directs preparation and execution of comprehensive test plans, procedures and schedules for completing systems. Coordinates integrated testing activities. Reviews and evaluates test requirements to insure completeness of test program. Performs technical analysis of complete systems and prepares comprehensive system level evaluations.
This position is intended for the VCS Test Group within Department E25. The incumbent will be responsible for conducting integrated mechanical systems testing on Virginia Class Submarines, including system activation, lineup verification, operational checks, and performance validation under test conditions. Responsibilities include diagnosing system level issues across pumps, valves, actuators, hydraulic components, seawater systems, chilled water systems, and auxiliary machinery by analyzing pressure, flow, vibration, noise, and equipment response data. The role requires identifying abnormal system behavior, isolating mechanical or functional discrepancies, validating system interfaces, and confirming correct operation within the full shipboard test environment. The incumbent will maintain configuration control during test evolutions, document test results and deficiencies, coordinate troubleshooting actions, and work with Engineering, Production, Planning, and technical vendors to resolve issues impacting system readiness. Regular communication occurs with Navy test personnel and waterfront teams through email, phone, and in person meetings. Daily work includes utilizing Microsoft Office, Teamcenter, engineering databases, and Test Engineering documentation systems to support system testing, discrepancy tracking, and certification readiness.
Must Have
An ABET Bachelor's Degree and 2 years of relevant exempt experience;
Master's Degree and 0 year of relevant professional experience;
OR Professional Development Program (PDP) NNS Apprentice Certificate
Nice to Have
KNOWLEDGE
• Knowledge of shipboard seawater, freshwater, drainage, or general service piping systems
• Understanding of NAVSEA standards for cleanliness, inspection, testing, and material controls
• Familiarity with mechanical system fundamentals including pumps, valves, heat exchangers, strainers, and pressure regulators
• Understanding of integrated test program structure, test event lifecycle, and system readiness criteria
SKILLS
• Strong mechanical troubleshooting skills with demonstrated ability to diagnose system issues (flow, pressure, equipment failures)
• Proficiency in executing pressure tests, flushing operations, leak checks, and component functional verification
• Competency in reading and interpreting P&IDs, piping schematics, and mechanical drawings
• Skilled in technical documentation, including test logs, discrepancy reports, and retest planning
• Effective communication skills for coordinating with Engineering, Production, QA, and trades
• Strong organizational skills for managing multiple systems, test schedules, and configuration states
ABILITIES
• Ability to lead small test or troubleshooting teams during activation events
• Ability to work independently with moderate supervision while making sound technical judgments
• Ability to maintain strict compliance with safety requirements, WAF processes, and configuration control
• Ability to work efficiently in shipboard environments, including confined spaces, ladders, and industrial areas
• Ability to support high-tempo operations associated with test milestones and Sea Trials
• Ability to remain detailed-oriented while managing high-visibility, schedule-driven test events
EDUCATION
• Master's Degree in engineering technology, mechanical systems, marine engineering, or related field (preferred but not required)
• Additional coursework or certification related to mechanical systems, hydraulics, or fluid dynamics is beneficial
EXPERIENCE
• Prior experience conducting testing or maintenance of mechanical, seawater, potable water, or drainage systems
• Experience supporting shipboard or industrial test events, including system activation, verification, and troubleshooting
• Experience coordinating with Engineering, Production, Planning, and vendors to resolve technical issues
• Experience documenting technical results under a formal test program (e.g., TRs, deficiency reports, retest packages)
• Experience supporting readiness reviews, turnover events, or at-sea testing is highly valued
