POSITION SUMMARY/CLASS DESCRIPTION POSITION SUMMARY:Applies the principles and practices of emergency management to perform intermediate professional administrative work and program/project management in the Office of Emergency Management, supporting various County programs. ??This position supervises and independently leads projects, project teams, and other related work.

$77,422 - $92,726/Annually*This is the anticipated starting salary range for this position. Please note that the final salary will be determined by the Office of Human Resources, commensurate with experience and aligned to ensure internal equity with similarly situated roles.**This is a Classified position, meaning that it is a part of the Howard County Classified Service upon completion of a probationary period of at least six (6) months**This position has been designated as "essential personnel," meaning an employee is expected to report for regular work shift during inclement weather, emergency situations, County holidays and on an on-call basis.* *The selected candidate is required to reside within one (1) hour of the Emergency Operations Center (EOC).**This position requires working hours outside of normal business hours to attend community functions, work with partner organizations, and participate in active emergency operations.* ESSENTIAL DUTIES AND RESPONSIBILITIESProgram and Administrative Management:- Apply principles and practices of emergency management across functional programs, including Alert & Warning, Continuity, Corrective Actions, Finance (grant and budget support), Logistics, Mitigation, Operations, Public Outreach, Planning, and Training & Exercise. Develop, implement, monitor, and report on projects, including those funded by grants.
- Analyze and evaluate trends and best practices to identify hazards, reduce vulnerability, and improve emergency response and recovery.
- Participate in the evaluation, integration, and operation of emergency management tools, technology, and applications.
Planning, Training, and Outreach:- Lead and support functional activities such as developing emergency plans.
- Conduct training sessions, workshops, and public presentations.
- Attend community functions and work with allied organizations as part of a flexible work schedule, including County departments, community organizations, and regional partner agencies.
Project Leadership and Technical Documentation:- Supervise and independently lead projects, project teams, working groups, and meetings. Develop solutions, examples, policies, procedures, and program implementation materials.
- Draft and prepare technical documents, including requests for proposals, memorandums of understanding, and other operational documents.
- Work with, build, and maintain relationships with a diverse group of internal and external stakeholder, vendors, etc.
Emergency Operations and Response:- Serve as an On-Call Emergency Manager on a rotating schedule (including nights and weekends) after training and certification program completion.
- Serve in Emergency Operations Center (EOC) activations or significant County events;Manage logistics, technology support, and operations related to EOC posture and maintenance.
- Function under essential personnel/emergency employee provisions.
- Performs other related duties as assigned.
MINIMUM REQUIRED EDUCATION/EXPERIENCE Bachelor's degree and two (2) years of related experience or an equivalent combination of education and experience.
PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:- Advanced academic degree in a field related to emergency management.?
- Emergency management planning (local), training and exercise,?grants/fiscal support,?and/or program management experience.
- Experience with emergency management technologies such as Alert & Warning systems and EOC systems.
- Experience leading and collaborating with groups of diverse stakeholders.
- Demonstrated proficiency in professional writing, communication (written and oral), and interpersonal skills in delivering messaging to both the public and internal audiences.
- Experience managing programs and projects with minimal oversight.
- Any relevant professional certifications, such as Certified Emergency Manager (CEM), Associate Emergency Manager (AEM), Certified Business Continuity Professional (CBCP), Maryland Professional Emergency Managers Program (MDPEMP), Lean Six Sigma (any level), Certified Floodplain Manager (CFM), Certified Climate Change Professional (CC-P), etc.?

FLEXIBLE BENEFITS PLAN: Under the County's flexible benefits plan called CountyFlex, employees may elect to enroll in medical insurance plans, dental insurance plans, optional life insurance, dependent life insurance, and healthcare and dependent care flexible spending accounts. Employee contributions to these benefits are made on a pre-tax basis. GROUP TERM LIFE INSURANCE: Employees receive a group term life insurance benefit equal to 2 times their annual salary at no cost. Accidental death and dismemberment coverage is included. The County pays the entire cost for this benefit. Employees may purchase additional coverage under the CountyFlex benefits plan.
PAID LEAVE BENEFITS: Annual and Disability Leaves are accrued over 24 pay periods each year. Personal leave is credited on January 1st each year. Use of Annual, Disability and/or Personal Leave requires supervisory approval.
ANNUAL LEAVE: During the first 5 years of employment, employees accrue the equivalent of 13 days per year. From years 6 through 10, the accrual is the equivalent of 16 days per year. From years 11 through 20, the accrual is the equivalent of 19 days per year. From year 21 on, the accrual is the equivalent of 21 days per year. Annual leave may not be used during the first 6 months of employment. A maximum of 40 days may be carried over from one fiscal year to the next.
DISABILITY LEAVE: Employees accrue the equivalent of 1 day per month (12 days per year). There is no maximum accrual. This leave may be used for the disabling illness/injury of the employee, spouse or minor child or for a serious medical condition approved under F.M.L.A. Absences of over 3 days must be substantiated by a physician's certificate.
PERSONAL LEAVE: Employees receive 6 personal leave days each calendar year to be taken during the calendar year. Employees hired after April 30th receive 4 days of personal leave that year; those hired after August 31st receive 2 days; and those hired after November 30th receive no personal leave for that year. Personal leave may not be carried over.
