JOB TITLE: Emergency Communications Services Administrator

DEPARTMENT: Enterprise Services

POSITION STATUS: Full-time; Appointed; Union

REPORTS TO: Emergency Communications Services Director

JOB LOCATION: Chisago County Government Center

POSITION OBJECTIVE:

Performs a variety of complex communication system engineering, including design, implementation, and problem resolution. Repair and maintenance of a 2-way radio, Mobile Data Systems, E-911 systems and PBX type telephone systems.

SUPERVISION RECEIVED:

Works under the general direction of the Emergency Communications Services Director

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Evaluating the public safety communications needs of various County departments and match those needs with available equipment.
2. Act as a liaison between the county and vendors on the development, purchase and installation of hardware and maintenance. This includes systems that are functional.
3. Assists with contacts with various vendors and may purchase hardware, software, and other related equipment.
4. Provide system engineering, design, analysis and service of public safety communications systems, including but not limited to, 2-way radio, E-911, mobile data, microwave back haul, PBX systems, etc.
5. Evaluate hardware and software before and after purchase and report performance to appropriate personnel.
6. Represent Chisago County on various Regional and State technical committees
7. Employee is subject to call-out after hours in the case of a major system outage. And is on call for after-hours support.
8. Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors expenditures in assigned area to assure sound fiscal control; assures effective and efficient use of budgeted funds, materials, facilities and time.
9. Responsible for being a project manager, including budget tracking.
10. Be a subject matter expert on all aspects of the Chisago County ARMER system.
11. Provide Train the Trainer, training, to all end user agencies that are members of the Chisago County ARMER system.
12. Create training materials to be used by all Chisago County ARMER users.
13. Determines work procedures and expedites workflow, studies, and standardized procedures to improve efficiency of operations.
14. Provide support to department/end-users:
    Maintains accurate and complete records of service provided for each user/department
    Responsible for troubleshooting and service of software or hardware related problems on all public safety communications systems.
    Answers questions and recommends solutions for all public safety communications systems problems.
    Interacts with service providers as needed.

15. Maintain accurate records of hardware and software equipment.

16. Must abide by all Chisago County Personnel Policies and Procedures and other related policies.

17. Maintains a cooperative work environment.

18. Performs other duties as required.

REQUIRED MINIMUM QUALIFICATIONS:

Education and Experience

1. Graduation from high school or equivalent.
2. Requires a minimum of a two-year certificate in electronics specialty and 5 years' experience in electronic systems, including public safety communications systems and PBX systems OR 4-year degree in electronic engineering and 4 years' experience in electronics systems including public safety communications systems and PBX systems.
3. Driver's license valid to operate a motor vehicle in the State of Minnesota.

Knowledge, Skills, and Abilities

1. Excellent communications skills for consulting peers, end-users, and vendors are required.
2. Ability to establish and maintain effective working relationships with department heads and employees.
3. Ability to communicate effectively in verbal and written forms.
4. In depth knowledge of the principles and theories of electronics, electronic systems, including public safety communications systems and PBX systems.
5. Ability to analyze and interpret technical data.
6. Ability to manage multiple projects and priorities.
7. Skill in problem identification, problem solving, troubleshooting relating to complex communications systems.
8. Ability to be a team player, assume leadership roles, and work independently.
9. Ability to keep accurate and detailed records in an organized manner that provides useful information.

SPECIAL REQUIREMENTS:

A Federal Communications Commission General Radio Telephone license, or an FCC acknowledged license from NABER or ISCET or equivalent. Or obtain one within 18 months of hire at employee's own expense.

TOOLS AND EQUIPMENT USED:

Personal Computer and related equipment, telephone equipment, specialized electronics diagnosis and analyses equipment, copy and fax machines, two-way radios, pagers, cabling, hand tools, power tools, and other complex public safety communications systems tools, testing and repair equipment.

The employee may occasionally climb a tower or work on an exposed roof top for emergency radio repair.
