PCL Industrial Services, Inc. is seeking a seasoned Construction Manager with an electrical execution focus to lead field operations on large, complex industrial projects across our active portfolio, including mission critical / data center facilities, power generation and energy transition projects, mining and mineral processing, semiconductor and advanced manufacturing, renewable energy, utility infrastructure, and water/wastewater treatment. The successful candidate will be accountable for the safe, on-schedule, on-budget, and high-quality delivery of electrical scopes (high- and medium-voltage substations, medium- and low-voltage distribution, switchgear, UPS and emergency power systems, generators, protective relaying, grounding, motor control centers, instrumentation and controls, PLC/SCADA systems, variable frequency drives, and electrical completion / commissioning / turnover packages), while integrating seamlessly with civil, structural, mechanical, I&C, and commissioning teams. Responsibilities

  • Champion and role-model PCL's HSE culture on industrial sites with elevated hazard profiles (energized systems, arc-flash exposure, high-voltage terminations and testing, confined space, working at height, heavy lifts). Participate in the district safety committee and influence corporate safety policy, JHA/JSA quality, lockout/tagout discipline, and incident learnings.
  • Provide field leadership for one very large or several concurrent industrial projects. Accountable for safety, budget, quality, schedule, productivity, and profitability performance across all self-perform and subcontracted electrical scopes, serving as the senior decision-maker for technical, operational, contractual, and commercial matters.
  • Direct execution of high- and medium-voltage substations, distribution systems, switchgear, UPS and emergency power, generators, protective relaying, grounding, motor control centers, instrumentation and controls, PLC/SCADA systems, variable frequency drives, cable and raceway, terminations and testing, and electrical completion / walk-down / punch-list / turnover to commissioning.
  • Attend design management meetings led by the prime consultant/EPC. Drive constructability reviews for equipment layout, one-line and load coordination, cable routing and pathways, gear access, tie-in windows, and outage / energization planning. Escalate design issues that impact cost, schedule, or safety.
  • Monitors and manages design deliverable schedule to facilitate and/or assist with permits, procurement, shop drawings, off-site production, construction and commissioning in conjunction with the review and signoff by the client.
  • Provide leadership to PCL's self-perform electrical workforce (electricians, terminators, cable installers, testing technicians) and oversee project quality programs and standards, installation and testing compliance, NETA acceptance testing, and QA/QC coordination with third-party inspection and commissioning agents.
  • Contribute to core pursuit and preconstruction teams - supporting estimates, execution plans, logistics plans, manpower curves, and client presentations for mission critical, power, mining, semiconductor, utility, and renewables opportunities.
  • Monitor design deliverables, long-lead procurement (substation equipment, switchgear, transformers, generators, UPS, gear and cable), shop drawings, off-site prefabrication and modular assemblies, and field installation to protect critical path.
  • Understand, communicate, and proactively administer prime contracts, subcontracts, and purchase orders. Oversee and negotiate change orders, claims, and disputes with owners and trade contractors in partnership with the site team.
  • Supervise, direct, train, and mentor superintendents, general foremen, electrical field engineers, and QA/QC personnel across single or multiple sites; build bench strength for the district's growing industrial pipeline.
  • Manage project org structures including joint ventures, integrated project delivery, and EPC/EPCM partnerships with owners, engineers, and specialty subcontractors.
  • Serve as a senior field-facing representative to industrial owners, EPC firms, utilities, municipalities, and prime consultants; communicate PCL's needs, requirements, and risk positions clearly and professionally, and help secure repeat business across North America's largest clients.


Qualifications

  • Post-secondary education or training in electrical and/or industrial engineering, construction management, engineering technology, or a related discipline (or equivalent experience).
  • 15+ years of progressive industrial construction experience, with a demonstrated track record leading electrical scopes on large, complex projects. Multiple contract delivery types (Lump Sum, GMP, Cost-Plus, EPC, EPCM, IPD, Progressive Design-Build, CMAR) preferred.
  • Strong working knowledge of NEC/NFPA 70, NFPA 70E, NETA acceptance testing standards, IEEE and ANSI standards, and applicable substation, switchgear, and protective-relaying practices; familiarity with electrical completion systems and turnover to commissioning.
  • Direct experience on one or more of the following: mission critical / hyperscale data centers, gas- or renewable-fired power generation, mining and mineral processing, semiconductor and advanced manufacturing, utility infrastructure, water/wastewater, or heavy industrial manufacturing.
  • Strong working knowledge of NEC/NFPA 70, NFPA 70E, NETA acceptance testing standards, IEEE and ANSI standards, and applicable substation, switchgear, and protective-relaying practices; familiarity with electrical completion systems and turnover to commissioning.
  • 12-24 months of estimating, preconstruction, or work-package planning experience preferred.
  • Expert knowledge and application of safety and environmental principles, procedures, and legislation on industrial and operating-plant sites (including OSHA 1910/1926, arc-flash and lockout/tagout programs, and owner-controlled insurance programs).
  • In-depth knowledge of industrial electrical construction methods including substation and gear installation, high-voltage terminations and testing, cable pulling and management, grounding, prefabrication/modularization, energization sequencing, and pre-commissioning activities.
  • Experience with diverse project types, delivery methods, and sequencing/timelines, including greenfield, brownfield tie-ins, phased energizations, and staged handovers.
  • Expert knowledge of applicable construction laws, building and electrical codes, and jurisdictional trade agreements; understanding of union and open-shop labor environments across the western U.S.
  • Willingness to travel to and/or relocate near active project sites across PCL Industrial's geographic footprint.
  • Thorough understanding of insurance, bonding, surety, and legal requirements typical to industrial delivery.
  • Ability to generate, review, and administer complex subcontracts and purchase orders - particularly for electrical equipment supply, testing and commissioning, instrumentation, and specialty services - ensuring risks are mitigated and opportunities captured.
  • Demonstrated experience leading effective project meetings with owners, EPCs, utilities, consultants, and internal teams; strong presentation skills for client meetings and project pursuits.
