OverviewCivil & Environmental Consultants, Inc. (CEC) is seeking an Ecological Project Manager to join our growing team in Bridgeport, West Virginia. This is an opportunity for an experienced environmental professional to combine technical expertise, project leadership, and client relationship management while helping clients navigate complex environmental regulations and permitting requirements across a variety of commercial, energy, infrastructure, public sector, and real estate projects.
Our Bridgeport office is one of the region's largest multidisciplinary engineering offices, bringing together more than 130 engineers, scientists, surveyors, and technical professionals. In this role, you'll collaborate with experts across environmental services, civil engineering, water resources, geotechnical engineering, surveying, and construction services while supporting projects from initial planning and permitting through regulatory review, construction, and long-term compliance.

Responsibilities:
- Manage ecological and environmental permitting projects from planning through regulatory approval and project completion
- Develop and maintain relationships with clients, regulatory agencies, contractors, and project stakeholders
- Support business development efforts and assist in expanding ecological services throughout the region
- Prepare and oversee environmental permitting strategies, compliance documentation, and regulatory coordination activities
- Lead multidisciplinary project teams and coordinate with civil engineering, water resources, geotechnical, surveying, and environmental professionals
- Provide technical expertise and mentoring to ecological staff
- Support projects involving environmental planning, threatened and endangered species consultation, wetland and stream assessments, mitigation planning, and environmental permitting
- Manage project scope, schedules, budgets, and deliverables while ensuring high-quality client service

Qualifications
- Bachelor's degree in Ecology, Biology, or related technical field (M.S. preferred)
- Local and national contacts and the ability to develop and market services to new and existing clients
- Demonstrated client development and management experience supporting energy, solid waste, mining, public sector, and real estate markets
- Experience preparing National Environmental Policy Act (NEPA) documents, including Categorical Exclusions (CATEX), Environmental Assessments (EA), and Environmental Impact Statements (EIS)
- Working knowledge of Section 401, 402, and 404 Federal Clean Water Act regulations
- Demonstrated understanding of state and federal regulations administered by agencies such as the U.S. Environmental Protection Agency (EPA), U.S. Army Corps of Engineers (USACE), and U.S. Fish & Wildlife Service (USFWS)
- Ability to provide technical expertise and mentoring to ecological staff
- Ability to manage multiple projects, technical professionals, and client relationships simultaneously
- 10+ years of experience in one or more of the following areas: Environmental Planning, Threatened and Endangered Species Consultation, Environmental Permitting, or Environmental Compliance and Reporting
