Description
The World Bank's Finance, Competitiveness & Innovation (FCI) Global Practice is engaged in a growing portfolio of work at the intersection of disaster risk finance (DRF), sustainable finance and job creation across Africa. This portfolio spans sovereign insurance solutions, de-risking instruments, green and blue finance strategies, and sustainable finance architecture design in fragile, conflict-affected, and small island developing state (SIDS) contexts.
In Burundi and the Democratic Republic of Congo (DRC), the Bank is implementing and preparing the Regional Emergency Preparedness and Access to Inclusive Recovery (REPAIR) program. A core component of this program is its implementation in DRC, with the development of sovereign parametric insurance solutions, the design and operationalization of post-disaster delivery channels to reach households and small businesses affected by natural hazard shocks, all in a fragile and complex environmental and social context. This include a channel for small business which would be implemented by the existing partial credit guarantee fund.
In addition, in those two countries, the Bank is engaged in the operationalization of agriculture insurance schemes which are aligned with the Agri connect initiative and require strategic direction regarding the use of subsidies, private sector engagement and links with financial inclusion.
In the DRC, the Bank has recently approved an additional financing to the TRANSFORME Project to support the expansion of the guarantee fund to renewable energy financing for MSMEs and the opening of a new guarantee window (with higher coverage of 70%) to specifically support women-entrepreneurs.
In Mauritius, under the leadership of the Environment Department of the Africa East (AFE) region, the Bank is supporting the design and operationalization of a comprehensive Climate Finance Architecture for the country. This framework will align with national climate and green growth priorities to mobilize efficiently and channel public and private investments that advance NDC implementation, strengthen adaptation and resilience outcomes, and deploy de-risking instruments that catalyze private sector participation.
Objectives
The ET3 Consultant will provide strategic and technical leadership across the following workstreams:
• Burundi & DRC REPAIR - finalize the design and operationalization of the REPAIR program and oversee implementation (including delivery channels, operational preparedness of Ministries of Finance and delivery partners, technical assistance, fund flows, sovereign insurance solutions, activation requests, impact assessments, accountability, peer-to-peer exchanges, and reserve management policy review).
• Agriculture insurance (Burundi & DRC) - provide strategic direction to ensure sound technical design and long-term sustainability of agriculture insurance schemes for smallholder farmers.
• Partial credit guarantee funds (DRC) - oversee the establishment of the new window for female entrepreneurs, the participation agreements with financial institutions and provide strategic directions for a rapid implementation in a sustainable manner and with appropriate risk management. Oversee the implementation of a shock responsive window within REPAIR.
