Proposal Summary:The OBO Construction Management & Engineering Support Services (CM&E SS) contract provides professional construction management, engineering, inspection, project controls, scheduling, risk management, cost estimating, and related technical services supporting OBO's worldwide facilities design and construction program. Services may be performed at OBO headquarters in Rosslyn, Virginia, at domestic support locations, or at overseas diplomatic facilities during project planning, design, and construction phases.
The contract supports the delivery, renovation, modernization, assessment, and maintenance of U.S. diplomatic facilities worldwide, including embassies, consulates, annexes, utility infrastructure, and other secure government facilities.
**Please note: Only U.S. citizens with a current Secret security clearance are eligible to apply.**Position Summary:The Document Security Manager (DSM) is responsible for overseeing the safeguarding, control, storage, transmission, accountability, and disposition of classified and sensitive project information supporting OBO's worldwide facilities design and construction program. The DSM ensures compliance with applicable Department of State, National Industrial Security Program (NISP), contract, and organizational requirements governing the protection of classified information and controlled documents.
This position serves as the primary point of contact for document security management and classified information control activities associated with program and project operations.
Responsibilities:- Administer and maintain document security procedures for classified and controlled project information.
- Ensure proper receipt, distribution, storage, safeguarding, reproduction, transmission, and destruction of classified materials.
- Maintain accountability records and document control systems for classified information.
- Conduct periodic audits and inventories of classified materials and records.
- Monitor compliance with Department of State security requirements, company policies, and contractual obligations.
- Support security inspections, assessments, and compliance reviews.
- Coordinate with facility security officers, government representatives, and project personnel regarding document security matters.
- Develop and maintain document security plans, procedures, and training materials.
- Provide training and guidance to personnel regarding classified information handling requirements.
- Investigate and report document security incidents, discrepancies, and compliance concerns.
- Maintain security records and documentation in accordance with applicable regulations and requirements.
Support project mobilization and closeout activities involving classified information and records management.
Qualifications:Required- Bachelor's degree in Business Administration, Security Management, Information Management, Records Management, Government Administration, or a related discipline from an accredited institution.
- Minimum seven (7) years of experience managing classified information, document control, records management, security administration, or related functions.
- Possess a minimum Final Secret Security Clearance.
- Demonstrated experience working with classified documents and secure information management procedures.
- Knowledge of National Industrial Security Program (NISP) requirements and classified information handling procedures.
- Experience maintaining document accountability systems and records management processes.
- Proficiency with Microsoft Office Suite.
- Excellent verbal and written communication skills.
Preferred- Experience supporting Department of State, Department of Defense, or other federal security programs.
- Experience serving as a Document Security Manager, Document Control Specialist, Security Administrator, or equivalent role.
- Experience supporting overseas government programs and secure facilities.
- Familiarity with electronic document management systems and classified information tracking systems.
