POSITION SUMMARY:
Support the Center for Excellence in Disaster Management and Humanitarian Assistance (CFE-DM) in the provision of disaster management, humanitarian assistance, and global health subject matter expertise. Specifically, applicant will provide planning, curriculum development, education and training program implementation, advice
and counsel, liaison, and program expertise. Program activities will include the planning and facilitation of the multinational "Health Emergencies in Large Populations (HELP)" course, the "Health and Humanitarian Action in Emergencies (HHAE)" course, multinational and bilateral conferences, workshops, and exercises. Incumbents will interact with various U.S. Government service and contracted personnel to obtain a clear understanding of requirements.
RESPONSIBILITIES AND DUTIES:
• Plan, coordinate, and implement the two-week, graduate-level HELP and HHAE courses for mid- to senior-level civilian and defense professionals with a background
in public health, medicine, disaster management, and humanitarian assistance.
• Liaise closely with academic, humanitarian, and defense partners for the HELP and HHAE courses, collaboratively designing and implementing curricula and utilizing
global subject matter experts to meet, or exceed, desired learning outcomes.
• Identify additional global health engagement, education, and training needs with allies and partners and other military and civilian organizations.
• Develop course curriculum to meet identified training gaps/requirements.
• Plan, coordinate, and implement up to 10 training events per year including two "Train the Trainer" courses to expand existing pool of qualified DMHA
instructors for CFE and its collaborating partners. Training events will include the Health Emergencies in Large Populations (HELP), Humanitarian Assistance Response Training (HART), and other courses as required.
• Assist in the planning, coordination and execution of upwards to eight USPACOM joint military exercises per year.
• Provide disaster management and humanitarian assistance planning and operational support to CFE and USPACOM.
• Provide expert advice to U.S. and foreign civilian and military partners on disaster preparedness, disaster response, humanitarian assistance, consequence
management, infectious disease and other health emergencies.
• Capture lessons learned, course evaluations, and after-action review outputs for use in CFE information repository.
• Attend international or local conferences in support of CFE Disaster Management and Humanitarian Assistance mission.
• Provide workshop support and facilitate bilateral and multilateral workshops.
QUALIFICATIONS:
• Four years functional experience in humanitarian assistance, disaster preparedness, global health, and best practices for civil-military cooperation in
multinational and whole-of-government responses to humanitarian emergencies.
• Four years' experience in developing educational presentations for Combatant Commands, Service Components, academic institutions, humanitarian organizations, or other senior civilian, military, and humanitarian audiences.
• Four years' experience in consulting with executive-level personnel in U.S. and foreign military and civilian communities to develop solutions to dealing with the preparedness and response to natural disasters, public health emergencies, and complex humanitarian emergencies.
• Four years' experience with operational, technological, and public health applications of humanitarian assistance, disaster response, and complex humanitarian emergency operations, trends, information systems, products and services.
• Four years functional experience with developing relationships, partnerships, understanding the system of U.S. international development and disaster response agencies, United Nations, and international humanitarian organizations.
• Applicant selected will be subject to government security investigation and must meet eligibility requirements to access classified information.
• Four years of proven skills in Microsoft Office computer programs (specifically Excel, Outlook, PowerPoint, and Word).
• Must have a U.S. Passport
• Must be a U.S. citizen
• Salary will be determined based upon current experience and relevance to position.
EDUCATIONAL REQUIREMENTS:
• BA/BS (minimum) required; MA/MS/MPH in public health desired.
