Summary
The Director, Design & Construction serves as the primary leader of all design coordination, construction management, and infrastructure delivery activities across the Speros FL campus - a 775-acre, mixed-use life science campus development in Pasco County, Florida. This position provides end-to-end ownership of construction activity across a complex, multi-phase campus environment that includes horizontal infrastructure, vertical development, tenant improvement coordination, and ongoing campus operations and maintenance. The Director is responsible for maintaining construction schedules, managing project budgets and reimbursement processes, overseeing contractor and consultant selection (RFPs), and ensuring that all delivery commitments - including those embedded in tenant development agreements - are met with quality and precision. This role requires the highest level of professional representation and functions as a key interface between Speros ownership, inbound tenants, public agency partners, and the full range of design and construction professionals engaged.

Key Responsibilities

Construction Program Leadership
  • Lead all active and planned design and construction projects across the Speros campus.
  • Develop and maintain comprehensive program schedules aligned with campus master planning, infrastructure sequencing, and tenant commitments.
  • Provide strategic recommendations to senior leadership regarding project risks, budget impacts, resource requirements, and delivery strategies.
  • Ensure project execution supports long-term campus development objectives.

Project Delivery & Financial Management
  • Direct the end-to-end delivery of horizontal and vertical construction projects, including civil infrastructure, roadways, utilities, stormwater systems, building construction, and tenant improvements.
  • Manage project budgets, financial reporting, reimbursement processes, forecasting, and project closeout activities.
  • Review and approve contractor and consultant invoices, pay applications, change orders, and contract modifications.
  • Monitor schedule performance across concurrent projects and implement recovery strategies when required.
  • Maintain complete project documentation and regulatory records.

Consultant & Team Leadership
  • Lead and develop a team of project management and construction coordination professionals.
  • Manage consultant engagements across multiple disciplines, including civil engineering, landscape architecture, geotechnical engineering, electrical infrastructure, and specialty services.
  • Oversee consultant selection through formal procurement and RFP processes.
  • Ensure consultant performance, quality standards, budgets, and schedules are consistently achieved.

Permitting & Regulatory Coordination
  • Direct permitting efforts with local, regional, and state agencies.
  • Coordinate land development approvals, environmental permitting, utility approvals, and construction inspections.
  • Manage agency review processes, permit renewals, closeouts, and regulatory compliance requirements.
  • Collaborate with public partners and regulatory stakeholders to maintain project momentum.

Contractor Procurement & Construction Management
  • Lead contractor procurement, bid reviews, proposal evaluations, interviews, and award recommendations.
  • Manage contractor performance throughout project execution, ensuring adherence to safety, quality, schedule, and budget expectations.
  • Oversee construction administration activities, including RFIs, submittals, inspections, commissioning, and closeout.

Tenant & Partner Collaboration
  • Serve as the primary construction liaison for inbound and active Speros tenants.
  • Coordinate infrastructure and development activities to align with lease obligations and development agreements.
  • Partner with tenant design and construction teams to support successful project delivery within the broader campus environment.

Strategic Campus Development Initiatives
  • Support future campus expansion, master planning efforts, infrastructure planning, and capital development strategies.
  • Provide construction expertise during feasibility studies, proforma development, and development agreement negotiations.
  • Identify emerging infrastructure and development needs and recommend implementation strategies.

Experience
  • Minimum of 10 years of progressive experience in construction project management, owner's representation, development management, or related fields.
  • Experience managing complex, multi-phase development and construction programs.
  • Experience overseeing both horizontal infrastructure and vertical construction projects.
  • Demonstrated leadership experience managing teams and consultant partners.

Knowledge, Skills & Abilities
  • Comprehensive understanding of all phases of project delivery, from planning and design through construction, commissioning, and closeout.
  • Strong expertise in project budgeting, cost control, forecasting, schedule management, and financial administration.
  • Experience managing multiple concurrent projects utilizing various delivery methods.
  • Demonstrated success leading contractor and consultant procurement processes.
  • Ability to interpret construction documents, specifications, engineering plans, and technical reports.
  • Knowledge of Florida construction regulations, permitting processes, and infrastructure development requirements.
  • Strong contract administration, negotiation, and risk management skills.
  • Exceptional communication, relationship management, and stakeholder engagement abilities.
  • Proficiency with project management systems and standard business software applications.


Preferred Qualifications
  • Professional Engineer (PE) license and/or Project Management Professional (PMP) certification.
  • Civil engineering background with direct project delivery experience.
  • Experience supporting large-scale mixed-use, life science, healthcare, research, institutional, or innovation-focused developments.
  • Experience working on behalf of an institutional owner or owner's representative organization.
  • Experience with public-private partnerships and public agency coordination.
  • Experience managing construction activities within occupied campus environments.


Salary Range
$145,253.16 - $218,025.60
Salary ranges posted for this position represent the expected base pay range for the role. Actual compensation may vary based on location and a variety of job-related factors, including experience, skills, education, and internal equity among Team Members in similar positions.
