Who You AreYou are an accomplished senior owner's representative with deep commercial real estate, facilities, infrastructure, or capital-project experience and the judgment to apply private-sector delivery discipline within the federal government environment. Reporting to the Environment & Management Systems Operating Center Leader, you will serve as the program leader responsible for delivering owner's representative services on federal programs. You understand how owners define requirements, establish business cases, manage design and construction, control cost and schedule, and transition completed assets into operations. You bring meaningful commercial owner-side experience; prior experience successfully applying that approach in a federal environment is strongly preferred. You can adapt commercial practices to federal acquisition, appropriations, security, records, ethics, and decision-making requirements while respecting the authorities of contracting officers and government officials. The role is expected to be largely billable, with remaining time supporting capture, proposals, and related growth activities.
What You'll Do- Lead and grow Versar's Owner's Representative program in support of U.S. federal customers, establishing strategic priorities, annual operating objectives, technical standards, and measurable performance goals.
- Represent the owner's interests across the full project lifecycle, from business case, due diligence, programming, and site evaluation through design, procurement, construction, commissioning, occupancy, turnover, and closeout.

- Develop and maintain project charters, owner's project requirements, execution plans, governance structures, stage gates, decision logs, escalation protocols, and defensible project records.
- Advise customers on delivery strategies, packaging, phasing, procurement approaches, market capacity, contract interfaces, and allocation of cost, schedule, technical, and commercial risk.
- Prepare independent cost estimates, reviews of contractors' funds flow, negotiating pricing and managing changes
- Lead requirements validation, feasibility and existing-condition assessments, site and infrastructure evaluations, permitting strategies, and environmental or regulatory coordination.
- Coordinate federal program, contracting, legal, financial, security, facility, and end-user stakeholders with designers, contractors, consultants, commissioning providers, and regulators.
- Manage designer and consultant performance; lead multidisciplinary reviews for functionality, constructability, operability, maintainability, resilience, sustainability, safety, security, accessibility, quality, cost, schedule, and lifecycle value.
- Prepare or review scopes of work, performance work statements, technical requirements, specifications, evaluation criteria, proposal instructions, independent estimates, and related acquisition documents; support market research, evaluations, discussions, negotiations, and award recommendations within delegated authority.
- Develop and manage cost plans, budgets, forecasts, contingencies, integrated schedules, critical-path analyses, and project controls covering scope, cost, schedule, risk, quality, change, commitments, invoices, and performance reporting.
- Lead risk and change management, including risk workshops, mitigation plans, change-order evaluation, independent cost and schedule analysis, approval documentation, baseline updates, and escalation of material issues.
- Monitor construction through site visits, progress meetings, field observations, quality and safety coordination, submittal and request-for-information tracking, payment and progress validation, forecasting, and issue resolution.
- Plan and oversee commissioning, systems activation, training, testing, punch-list completion, asset-data delivery, warranties, operations and maintenance documentation, occupancy, turnover, and final acceptance.
- Provide concise executive reporting through dashboards, forecasts, variance analyses, decision papers, risk summaries, and recommendations; identify and apply practical digital tools and data standards that improve transparency and outcomes.
- Support business development, capture, and proposals when not assigned to billable project delivery, and travel to customer offices, federal installations, and project sites as required.
- Acts as the central liaison and coordination role during Owner-Architect-Constructor meetings and design/construction reviews and bridge gaps between technical teams and non-technical stakeholders.
