Overview

The Director provides oversight, management control, and direction for all activities within the business, including Oversight of CCW Engineering services and related programs; Oversight of CCW Capital Project Management; Oversight of CCW Utility Business Operations. The Director will be responsible for aligning these activities with the vision, mission, and core values of Corpus Christi Water (CCW). Additionally, this role will oversee a dedicated team of staff, including engineers, scientists, environmentalists, business managers, operations managers, technicians, and field staff. This position will frequently make presentations to the Mayor and Council, City Manager, Chief Operating Officer, Assistant City Managers, Department Directors, local businesses, contractors, developers, and engineering consultants.

Responsibilities
• Daily operations of the Water System and Support Services
• Must have the ability to take ownership of all support involving CCW, providing management and supervision of all staff within this department, including oversight of all budgetary and business-related functions
• Represents CCW when engaging with local leaders, City officials, City employees, developers, contractors, consultants, and the general public
• Manage human, financial, and informational resources strategically
• Directs activities of the Engineering Group to include engineering services provided by in-house staff and through external, professional engineering consultants
• Provide planning and engineering services for the water system infrastructure development, extension, improvement, and replacement
• Manages and provides guidance in the development of policies and regulations concerning infrastructure development, design requirements, and construction standards. Develops and participates in complex planning efforts, including Master Plans, Strategic Plans, and annual Business Plans
• Develops and executes the annual Operations and Maintenance (O&M) and Capital Improvement Project (CIP) budgets for the assigned area
• Coordinates and directs support activities such as CIP planning, contractual services, material procurement, and engineering services
• Oversee and monitor the development, implementation, and tracking of the infrastructure CIP program and budget
• Oversight of all customer service and support functions, including call center operations, customer payment centers, billing collections, and the analysis of rate adjustments
• Provide strategies to ensure exceptional service delivery without compromising customer expectations and local and federal rules and regulations
• Lead complex and sensitive cross-functional activities to resolve problems and integrate solutions that translate into service improvements
• Develops and participates in the conceptual long-term planning to meet goals in the water supply plan
• Other related duties as assigned.

Position Type and Typical Hours of Work
• Exempt - Full-Time
• Flexibility to work evenings, weekends, and holidays is a schedule requirement

Qualifications
• Bachelor's degree in Civil Engineering and a Professional Engineering (PE) License

OR
• Bachelor's degree in Science and Ten (10) years of experience in Infrastructure Water/Wastewater Management, including four (4) years at the Director or Assistant Director level

Licenses and Certifications

Required
• A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Preferred
• TCEQ Class A or B Water or Wastewater License

The City offers an excellent relocation assistance package that includes up to $10,000 for the following housing and moving expenses:

• Reimbursement for moving company expenses

Basis of Rating

Applications will be reviewed as they are received. A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information and the city may also conduct additional skill assessment tests, in addition to the panel interview.
