POSITION OVERVIEW:
Quanta Government Solutions (QGS) is seeking a Director of Trade Partner Development to lead the strategy and processes for identifying, qualifying and managing the subcontractors and teaming partners that support our federal construction and infrastructure work. Reporting to the President, this leader will build and maintain a strong network of qualified subcontractors, including Quanta operating companies and outside firms, so that QGS is well positioned with qualified bidders in place ahead of solicitation release.
The ideal candidate brings hands on experience leading subcontract procurement under federal and DOE requirements, along with established relationships across the DOE and NNSA contractor and small business community. This leader will establish a consistent qualification process, develop subcontractor coverage across our markets and trades, provide coverage assessments to support pursuit decisions, and partner closely with preconstruction, proposals, contracts and project delivery teams. This is a highly visible role with the opportunity to build a program that directly supports QGS’s growth.
What You'll Do
- Lead the subcontractor and partner qualification program. Develop and manage a structured process to identify, screen, qualify and approve subcontractors and teaming partners, including Quanta operating companies and outside firms, and maintain a centralized approved bidder database.
- Develop regional and trade coverage. Maintain a view of subcontractor coverage by region and trade, identify gaps, and lead recruiting plans to close them ahead of upcoming work.
- Support pursuit decisions. Provide subcontractor coverage assessments at key pursuit decision points, including the availability of qualified bidders for major trades and plans to strengthen coverage where needed. Support the documentation of adequate competition in coordination with Contracts.
- Lead outreach and small business engagement. Recruit subcontractors through DOE site small business offices, industry associations and events such as ETEBA and DOE small business forums, and direct outreach. Coordinate with Quanta operating companies on bid interest and track small business participation against subcontracting goals.
- Establish qualification standards. Partner with Contracts, Safety and Quality, and Finance to set and apply standards for contract terms, safety performance, insurance, bonding and financial capacity.
- Manage subcontractor performance. Evaluate subcontractor performance at project closeout and use the results to inform future bidder selection and partner development.
- Collaborate across the organization. Maintain a regular working cadence with Project Delivery on newly qualified subcontractors and upcoming trade needs, and partner with Preconstruction, Proposals, Contracts, Safety and Quality, Finance and operations leadership to support pursuits and project execution.
- Uphold procurement integrity and compliance. Ensure subcontracting activities comply with the FAR, DOE requirements and company policy, coordinate closely with Contracts and Estimating, and maintain appropriate boundaries in all customer interactions related to procurement.
- Work a full time schedule, with additional hours as needed to support proposal deadlines, pursuit reviews and outreach events.
- Additional duties. Perform other duties as assigned.
