General Description As the Director of Project Management, you will lead the delivery and continuous improvement of the City's IT project portfolio, with a strong emphasis on complex enterprise implementations, vendor and contract management, and cross-functional collaboration. You will lead a team of Project Managers and Business Analysts and work closely with executive leadership, business stakeholders, technology teams, and external partners to deliver strategic technology initiatives on time, within scope, and within budget.
The ideal candidate will have demonstrated success negotiating and managing complex technology contracts, overseeing multi-vendor implementations, and coordinating large-scale projects involving diverse stakeholders. This role will also drive the continuous improvement of established project management methodologies to reflect industry best practices, evolving technology, and emerging opportunities, including the implementation of artificial intelligence and other modern technology solutions.
CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE. Typical Work Activities - PMO Methodology and Continuous Improvement: Improve established project management methodologies and practices to align with industry best practices and evolving technology;
- Team Leadership: Lead and mentor a team of Project Managers and Business Analysts, guiding project planning, execution, and resource management;
- Strategic Oversight: Collaborate with senior management to align IT projects with organizational goals and priorities;
- Project Governance: Monitor project progress, manage risks and dependencies, and escalate issues as needed;
- Performance Management: Set performance goals for the PMO team and conduct regular performance reviews;
- Stakeholder Communication: Facilitate communication and collaboration among executive leadership, business stakeholders, technical teams, and external partners;
- Vendor and Contract Management: Lead technology contract negotiations and manage vendor relationships, contractual obligations, performance, deliverables, and service-level expectations;
- Enterprise Implementation Management: Oversee complex enterprise technology implementations involving multiple vendors, departments, stakeholders, and system integrations;
- Emerging Technology Initiatives: Oversee projects involving emerging technologies, including artificial intelligence, cloud platforms, automation, and enterprise application modernization;
- Financial Management: Monitor project budgets, vendor expenditures, and contract commitments to ensure projects deliver value within financial constraints.
Minimum Qualifications Bachelor's degree in Computer Science, Information Technology, Business Administration, Management Information Systems, or a related field
AND ten (10) years of experience in information technology project management, including demonstrated experience:
- Managing complex enterprise technology implementations involving multiple stakeholders and vendors;
- Negotiating, administering, and managing complex technology contracts and vendor relationships, including oversight of contractual deliverables, vendor performance, and financial commitments.
Preferred Qualifications- Experience leading large-scale technology implementations involving multiple departments, cross-functional teams, system integrations, and external implementation partners.
- Experience improving established project management methodologies, governance frameworks, and delivery practices in alignment with industry best practices and evolving technology.
- Experience managing projects involving emerging technologies, such as artificial intelligence solutions, cloud platforms, automation, enterprise application modernization, or advanced data and analytics.
- Preference will be given to candidates with PMP, PgMP, or similar certifications.
