Economic Assistance Section is seeking a Director of Program Evaluation & Compliance to join their team that can be remote in North Dakota.
As the Director of Program Evaluation & Compliance, you will play an important role in ensuring North Dakota's Economic Assistance programs provide accurate, timely, and meaningful support to individuals and families who need it most. Your leadership will help strengthen programs that serve some of our state's most vulnerable citizens, ensuring they have access to the benefits and resources they need to build stability, overcome challenges, and improve their quality of life.
In this role, you will lead the Quality Control and Performance Enhancement units, providing guidance, support, and direction to managers and staff. You will oversee statewide quality control efforts to evaluate how effectively Human Service Zone offices administer Economic Assistance, Medical Assistance, and Supplemental Nutrition Assistance Program (SNAP) benefits. Through reviewing program performance, analyzing data, and identifying trends, you will help ensure these programs operate accurately, efficiently, and in compliance with state and federal requirements.
You will work closely with Human Service Zone leadership, Economic Assistance policy administrators, and federal partners to identify opportunities for improvement and develop solutions that strengthen program services. This includes overseeing the collection and analysis of quality control data, ensuring reliable methods are used to evaluate findings, and identifying the financial impact of agency and client errors. You will also guide efforts to develop and implement corrective action plans that reduce errors, improve program accuracy, and help ensure individuals and families receive the benefits they are eligible for.
As a key member of the Economic Assistance leadership team, you will review and interpret federal regulations, evaluate existing policies and procedures, and recommend changes that support compliance and continuous improvement. You will collaborate with federal agencies to align program goals, priorities, and standards while helping protect the state from potential financial penalties. Your ability to turn complex information into practical solutions will help strengthen operations, support staff, and improve the services provided to North Dakotans.
To thrive in this position, you should be a confident, collaborative leader who enjoys solving complex problems, developing others, and finding opportunities to improve how programs operate. You should have strong analytical and research skills, with the ability to interpret complex regulations, evaluate data, identify trends, and turn findings into clear, practical recommendations. You should be comfortable working with a variety of partners, including state and federal agencies, program administrators, and Human Service Zone leadership. Strong communication skills, attention to detail, and the ability to balance regulatory requirements with the needs of the people we serve will help you succeed. You should also be someone who can see the bigger picture, adapt to changing priorities, and lead teams through improvements while building positive working relationships.
Most importantly, you should be passionate about making a difference through strong leadership and meaningful program improvements. Your work will go beyond ensuring programs meet requirements. You will help build a stronger, more reliable system of support for North Dakotans who depend on these services, contributing to the ND HHS mission of making North Dakota the healthiest state in the nation.
To be considered for this position, you must have a bachelor's degree and three (3) years of progressively responsible experience in economic assistance, social services program administration, quality control/program integrity, or policy analysis and two (2) years of supervisory or lead-worker experience for a total of five (5) years of experience.
