SUMMARY
The Director of English Learner (EL) Services is a district-wide administrative position responsible for leading, developing, implementing, and evaluating comprehensive English Learner programs for students from preschool through 12th grade. This role is critical in ensuring equitable educational opportunities, academic success, and cultural integration for English Language Learners.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

PROGRAM LEADERSHIP AND MANAGEMENT
  • Direct and coordinate comprehensive English Learner programs, including:
    • Dual Language Programs
    • Transitional Bilingual Education
    • Sheltered English Immersion (SEI)
    • Title III programs
  • Develop, implement, and continuously evaluate EL service delivery models
  • Ensure compliance with state and federal regulations
  • Monitor program effectiveness through data collection and analysis


INSTRUCTIONAL SUPPORT
  • Supervise and evaluate EL teachers and support staff
  • Assist in curriculum development and selection of instructional materials
  • Coordinate professional development for EL and non-EL teachers
  • Support staff in building capacity to meet linguistic and academic needs of English Learners


ASSESSMENT AND DATA MANAGEMENT
  • Oversee student assessment processes
    • English Language Proficiency assessments
    • Entry/exit procedures
    • Transition services
  • Maintain comprehensive EL databases
  • Analyze assessment results to drive instructional improvements
  • Prepare required reports for local, state, federal agencies, committees, and Superintendent


COMMUNITY AND PARENT ENGAGEMENT
  • Develop and implement parent and community outreach activities
  • Facilitate Multilingual Parent Advisory Council meetings
  • Foster positive relationships with students, families, and community stakeholders


GRANT MANAGEMENT AND BUDGETING
  • Write and manage federal and state grants (e.g., Title III)
  • Prepare annual operating budgets
  • Complete and submit grant-related expenditure reports


CULTURAL INTEGRATION
  • Support cultural integration of diverse student populations
  • Develop programs for refugee, immigrant, and Students with Limited or Interrupted Formal Education (SLIFE)
  • Promote multilingualism and multiculturalism


TECHNICAL AND INTERPERSONAL SKILLS
  • Proficient in Microsoft Office and Google Suite
  • Knowledgeable about instructional technology
  • Excellent organizational and communication skills
  • Ability to make difficult decisions
  • Strong interpersonal skills
  • Adaptable and resourceful


The Director of English Learner Services may be assigned other duties by the Superintendent or designee.

EDUCATION AND/OR EXPERIENCE
  • Master's Degree in Education, TESOL, Applied Linguistics, or related field
  • Coursework in English as a Second Language, bilingual education, linguistics, and/or cross-cultural studies
  • Experience
  • Minimum of 5 years successful teaching experience in EL classroom settings
  • Successful administrative experience supervising EL programs
  • Demonstrated fluency in Spanish, Portuguese, Haitian or additional languages highly desirable
  • Experience in public school settings preferred


LICENSURE
  • State-issued Professional Educator License with:
    • Administrative Endorsement
    • Bilingual/ESL Endorsement


TERMS OF EMPLOYMENT
  • Full-time, 260-day position
  • Work may extend beyond school day and include occasional weekends
  • Salary commensurate with experience ($120,000-$130,000)


EVALUATION
Annual performance evaluation by senior administrative leadership
