Role Overview
Phillips Heavy is seeking a Director of Mission Critical Infrastructure to lead strategy, pursuits, bidding, planning and management of site development execution for mission critical data centers, domestic manufacturing facilities, e-infrastructure and power generation. This is a senior-level role requiring deep technical expertise in site development for civil infrastructure, utility coordination, permitting, procurement, P&L oversight, and large-scale construction oversight. The ideal candidate will bring leadership experience, industry insight, and a proven track record managing large scale infrastructure construction in active or greenfield environments.
Key Responsibilities
• Lead strategy, assemble market intelligence and develop a high performing team to expand Phillips's capabilities to deliver large turnkey site development solutions for mission critical data centers, domestic manufacturing, e-infrastructure and power generation.
• Support multiple field leadership teams in the execution of site development activities including excavation, grading, foundations, stormwater systems, underground utility installation (power, water, sewer, fiber), and roadways.
• Collaborate with developers, civil engineers, general contractors, subcontractors, and utility providers to ensure accurate design execution and timely project delivery.
• Oversee site-specific budgets, schedules, procurement, and risk mitigation from pre-construction through handover.
• Provide on-site leadership and enforce Phillips's integrity, safety, quality, and production protocols, particularly in environments with live systems or phased commissioning.
• Establish and uphold documentation standards by monitoring accuracy and completeness of progress reports, change logs, compliance records, and turnover materials.
• Partner with development, pre-construction and operations teams to evaluate early-phase feasibility studies, site assessments, and due diligence for new opportunities.
Required Qualifications
• Bachelor's degree in Civil Engineering, Construction Management, or related field (Master's preferred).
• 10+ years of experience in infrastructure or civil construction with at least 5 years in mission critical environments (data centers, manufacturing facilities, e-infrastructure, power generation, etc.).
• Proven ability to manage large-scale, fast-track projects with complex site logistics and multiple stakeholders.
• Deep knowledge of utility coordination, entitlements, permitting, and civil site design integration.
• Exceptional leadership, communication, and conflict resolution skills.
• Strong background in project controls, cost management, and construction scheduling (Primavera P6, MS Project, or similar).
• Experience managing teams on-site, including subcontractors, inspectors, and third-party consultants.
Preferred Qualifications
• Experience working on hyperscale or large colocation data center campuses.
• PMP, CCM, or other professional project management certifications.
• OSHA 30, NFPA 70E, or other advanced safety training.
• Familiarity with enterprise commissioning practices and integrating site work into mechanical/electrical commissioning phases.
