POSITION SUMMARY

The Director of Maritime Compliance provides leadership for Moran's maritime governance framework and maritime safety management systems. Reporting to the Vice President, Safety & Compliance, the position is responsible for developing, implementing, maintaining, and continually improving Moran's maritime compliance programs across all maritime service lines. The Director serves as Moran's principal technical authority for maritime regulatory compliance and maritime management systems, ensuring alignment with applicable U.S. Coast Guard regulations, the International Safety Management (ISM) Code, client requirements, and industry best practices. Working collaboratively with the Safety Team, Maritime Operations, Engineering, and executive leadership, the position establishes maritime standards, provides technical guidance, conducts operational assurance activities, and promotes continual improvement across maritime operations.

SPECIFIC RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED, TO:
  • Maritime Governance
    • Develop enterprise maritime compliance strategies and maintain the corporate maritime safety management systems.
    • Ensure consistent interpretation of regulatory requirements across maritime operations.
    • Monitor emerging maritime regulations, communicating changes, develop and implement compliance plans and advise leadership on compliance risks and required actions.
    • Lead the strategic planning, development, implementation, and continuous enhancement of maritime compliance technology platforms and tools, including HELM, to support regulatory compliance, safety management system effectiveness, operational assurance, and enterprise governance objectives.
  • Maritime Safety Management System
    • Responsible for maintaining, auditing and continuously improving Moran's Subchapter M-compliant Safety Management System for harbor towage through periodic review and performance monitoring.
    • Assist management with maintaining, auditing and continuously improving Moran's International Safety Management (ISM) code and Subchapter M-compliant Safety Management System for the Transportation group by supporting Transportation's periodic review and performance monitoring.
    • Oversee Management of Change (MOC), document control, and maritime management review processes.
  • Maritime Compliance
    • Provide technical leadership regarding U.S. Coast Guard regulations including Subchapter M requirements, vessel inspections, marine casualty reporting, vessel documentation, client maritime compliance requirements and emerging regulatory initiatives.
    • Ensure regulatory readiness across maritime operations and support consistent implementation of applicable requirements.
  • Audit and Assurance
    • Develop and manage internal maritime audits, compliance verification and operational risk assessments.
    • Lead or support client audits and regulatory inspections.
    • Track corrective actions, evaluate corrective action effectiveness, and integrate lessons learned into management systems and operational practices.
  • Incident Management
    • Support internal investigations involving marine casualties, high-potential events and regulatory findings.
    • Support root cause analysis and ensure systemic corrective actions are incorporated into the safety management system.
  • Technical Leadership
    • Serve as an enterprise subject matter expert for maritime regulatory compliance and emerging regulatory and compliance requirements in the maritime industry.
    • Provide practical technical consultation to the Safety Team, Maritime Operations, Engineering, and business leadership on compliance and regulatory matters.
    • Maintain active engagement with industry associations, regulatory stakeholders, and maritime leaders to monitor regulatory developments, advocate for practical compliance solutions, and support the advancement of maritime safety and governance standards.
  • Continuous Improvement
    • Use trend identification of audit findings, industry benchmarking with regards to safety management system and regulatory compliance, lessons learned, technology evaluation, and best-practice review to identify improvement opportunities.
    • Promote process standardization while recognizing operational differences across fleets and projects.
    • Support organizational learning and continuous improvement across maritime operations.


REQUIRED QUALIFICATIONS

  • Deep understanding of maritime regulations and management systems, specifically related to USCG regulations (Subchapter M), TMSA audits and / or SIRE inspections.
  • At least 10 years of experience in maritime compliance, regulatory affairs, or a related field.
  • At least 5 years of safety experience in a senior level managerial position, preferably leading a successful safety management system.
  • Ability to interpret complex regulatory requirements and translate them into practical operational guidance.
  • Ability to design and manage a compliance program that integrates regulatory requirements with business processes and operational needs.
  • Ability to build credibility with maritime leaders through practical, risk-based solutions and balance regulatory expectations with operational realities.
  • Ability to drive organizational learning through audits, investigations, performance analysis, and continual improvement.
  • Ability to clearly communicate technical issues and emerging risks to executive leadership and provide actionable recommendations that support informed decision-making.


PREFERRED QUALIFICATIONS
  • Bachelor's degree from a Maritime College (preferred), or a Bachelor's degree in a related field from a non-maritime college or university.
  • Professional certifications related to maritime compliance (e.g., ISO Lead Auditor and ISM internal auditor certification) are a plus and will be required to be attained within 90 days of assuming position.
  • Experience using Windows-based IT systems and proficiency in SharePoint, Power BI, and Microsoft Office Suite.


PHYSICAL ABILITIES INCLUDE THE ABILITY TO:
  • Board and disembark from vessels at a dock.
  • Sit or stand for prolonged periods of time.
  • Frequently walk; occasionally crouch and stoop.
  • Frequently reach with hands and arms.
  • Occasionally lift and/or carry up to 15 pounds.

WORKING CONDITIONS
  • This position is based in the New Canaan, CT office or the corporate Jacksonville, FL office.
  • Travel required: 25% - 40%

PAY TRANSPARENCY:

Moran Towing Corporation offers generous benefits, opportunities for professional growth, and competitive salaries based on geographic location. Our target pay range for this position is $142,610 to $158,456 peryear. This pay range represents Moran's commitment to pay transparency and is a reasonable estimate of possible compensation for this role at the time of posting. The final salary for this role will be determined based on careful consideration of a variety of factors, such as the candidate's exact location, experience, and expertise related to the qualifications.
