Brief Description of Duties:SUNY Morrisville is seeking an experienced adult education and workforce development leader who genuinely believes in the mission of adult education and understands the unique challenges our students face. The Director of Instructional Support and Workforce Development leads all instructional programming at SEOC. A central part of the role is instructional leadership: helping our instructors strengthen their teaching so that it meets the needs of adult learners who arrive with a wide range of academic levels, language backgrounds, work histories and life responsibilities.
SEOC's workforce development programs have grown significantly: from 2024-25 to 2025-26, registrations rose from 380 to 493 and job placements rose from 14 to 91. The Director will guide the continued growth and improvement of these programs, maintain the quality and compliance of our High School Equivalency, College Preparation and ESOL programs, oversee the ATTAIN Lab and Tutoring Lab, and supervise instructional faculty and staff. The Director reports to the Associate Executive Director and serves on the senior leadership team.
Primary Responsibilities include but are not limited to:Instructional Leadership and Faculty Development
- Observe classes regularly and give instructors practical, constructive feedback on their teaching, with a focus on what helps adult learners stay engaged, make progress and complete
- Lead ongoing professional development, not just compliance training, that builds instructors' skills in adult learning, including differentiated and contextualized instruction for learners at different academic and English language levels
- Recruit, hire, supervise and evaluate full-time instructors, adjunct workforce instructors, the Workforce Development Coordinator and instructional support staff, building a teaching staff that brings the right academic and industry credentials and reflects the communities we serve
- Create a culture where faculty and staff feel supported, heard and accountable; address performance issues directly and constructively; manage schedules and workloads
Workforce Development Programs
- Lead the continuous improvement of SEOC's current workforce programs in construction, manufacturing, healthcare, security and office administration, and develop new programs as labor market demand warrants
- Prepare and maintain a current Instructional Program Plan (IPP), including labor market analysis, for every activated program, and obtain UCAWD pre-approval before implementing any new or substantially changed program (Policies #[redacted] and [redacted]-R3)
- Ensure workforce curricula build in industry-recognized certifications and, where possible, applied learning such as work experience, internships and pre-apprenticeship pathways
- Work with the Workforce Development Coordinator and employer partners to strengthen curriculum input, work-based learning and hiring of program completers
Academic and Foundation Programs
- Maintain the quality and compliance of High School Equivalency Preparation, College Preparation, ESOL and foundation programs, including placement testing and educational gains measurement under UCAWD policy
- Build clear pathways from HSE, ESOL and foundation programs into workforce training and college
- Manage the academic calendar, scheduling and course assignments, and oversee the ATTAIN Lab and Tutoring Lab
Student Success, Data and Compliance
- Work with Admissions, College and Career Services, Workforce Advisors and Student Success Coaches to improve attendance, retention and completion
- Monitor enrollment, completion, certification and job placement data monthly; ensure accurate, timely entry in Banner; and lead improvement plans when outcomes fall short
- Prepare the instructional components of the Operational Plan, program reviews and the Annual Operational Review Meeting (AORM) by UCAWD deadlines
*As the Director grows into the role, responsibilities are expected to expand to include articulation agreements with SUNY and local colleges, the College Connections Initiative (CCI), grant and workforce funding proposals, and representing SEOC at statewide EOC and UCAWD convenings.
Requirements:Minimum Qualifications- Master's degree in Adult Education, Workforce Development, Career and Technical Education, Education, Human Resource or Organizational Development, Public Administration, or a closely related field from an accredited institution
- At least three years of supervisory or administrative experience in workforce development, career and technical education, job training or adult education, with direct responsibility for program design, staff and outcomes
- Strong organizational skills and the ability to manage competing priorities, regulatory timelines and a busy team
Preferred Qualifications- Experience observing, coaching or providing professional development to instructors, particularly in adult learning
- Experience working with adult learners or economically and educationally disadvantaged populations in a community-based, workforce or postsecondary setting
- Experience developing, revising or managing workforce training programs aligned to labor market data and industry-recognized credentials
- Experience building employer or industry partnerships that lead to student placement
- Experience with data systems and outcome tracking; familiarity with Banner
- Familiarity with SUNY EOC or UCAWD processes such as program approval, IPPs and the AORM
- Industry or training experience in a high-demand sector such as healthcare, skilled trades, manufacturing or security
- Bilingual or multilingual skills, especially in Spanish, Arabic, Somali or other languages spoken widely in the Syracuse community
- Familiarity with trauma-informed and strengths-based approaches in adult education
