Description

This position is responsible for HR strategy and operations, employee relations, talent acquisition and retention, performance management, compensation and benefits, learning and development, workforce compliance, credentialing, employee engagement, and HR systems while serving as a trusted advisor to organizational leadership. The Director ensures that HR practices support Harbor Care's philosophy of care and values of compassion, respect, collaboration, and transparency and contribute to a strong, accountable, and engaged workforce.

Location and Schedule: This full-time position is based in Nashua, NH with the opportunity to work a hybrid schedule.

What You'll Do
  • Provide leadership and direction for the Human Resources function, establishing priorities, service standards, and accountability for HR operations.
  • Advise the CEO, executive leaders, and managers regarding workforce planning, employee relations, organizational structure, performance, and people-related risk.
  • Lead complex employee relations matters and workplace investigations and provide guidance regarding corrective action, performance improvement, and termination decisions.
  • Develop, maintain, interpret, and consistently administer HR policies and employment practices.
  • Lead organizational performance-management processes and strengthen manager capability in setting expectations, providing feedback, coaching, and accountability.
  • Oversee talent acquisition, onboarding, retention, succession planning, and workforce-development practices.
  • Lead compensation and benefits strategy and administration in partnership with Finance, external advisors, and vendors, with attention to internal equity, external competitiveness, affordability, and employee needs.
  • Develop and oversee employee engagement, recognition, learning, leadership development, and retention initiatives.
  • Oversee workforce compliance processes, HR records, credentialing activities, required screenings, leaves, accommodations, and other employment-related requirements.
  • Establish and monitor HR metrics, including turnover, vacancies, time-to-fill, retention, employee relations trends, engagement, and other workforce indicators; use data to recommend improvements.
  • Evaluate HR technology, processes, workflows, and service delivery and implement improvements that increase efficiency and employee experience.
  • Partner closely with Compliance, Finance, Operations, and program leadership on organizational risk and workforce matters.
  • Develop HR team capabilities, establish clear responsibilities, and provide coaching and supervision to HR staff.
  • Manage relationships with benefit brokers, insurers, HR vendors, consultants, and employment counsel as appropriate.
  • Monitor changes in employment laws and regulations and ensure policies and practices are reviewed and updated appropriately.
  • Support organizational change initiatives, restructures, leadership transitions, and workforce planning.
  • Promote a workplace culture consistent with Harbor Care's mission, philosophy of care, values, and Employee Engagement Principles.
  • Duties and responsibilities may be adjusted to ensure alignment with funding requirements and organizational objectives.

Qualifications and Experience

Experience:
  • Minimum of 7 years of progressively responsible HR experience, including at least 3 years in an HR leadership or management capacity.
  • Broad HR experience encompassing employee relations, performance management, talent acquisition, compensation and benefits, compliance, and organizational development.
  • Demonstrated experience advising senior leaders on complex workforce matters.
  • Experience leading workplace investigations and managing high-risk employee relations issues.
  • Healthcare, behavioral health, human services, nonprofit, or similarly regulated-sector experience strongly preferred.
  • Experience supervising HR professionals and managing external HR partners and vendors.
  • An equivalent combination of education, training, and relevant experience may be considered.


Education:
  • Bachelor's degree in Human Resources, Business Administration, Organizational Leadership, or related discipline required, or equivalent combination of education and significant relevant experience.
  • Master's degree in Human Resources, Business Administration, Organizational Development, or related discipline preferred.


Certifications/Licensure:
  • SHRM-CP, SHRM-SCP, PHR, SPHR, or comparable professional HR certification preferred; senior-level certification strongly preferred.
