Kingman Academy of Learning, a tuition-free public charter school, was started in 1995 by Mrs. Betty Rowe and Mrs. Brownell Hamlyn. It was one of the first 12 charter schools in the State of Arizona.
KAOL began as a very small school located in old buildings belonging to the local high school district, and has grown into a four campus organization that educates over 1500 students each year in grades preschool through 12th grade.
We began with 12 teachers in grades preschool through 6th grade and a vision to provide back to basic education to the children of Kingman. Along with that focus came the requirement of parent volunteerism, good attendance and good behavior. Through the years, our parents have helped to log over 20,000 hours of volunteer time each and every school year. We continue to focus on providing the highest quality education in the Kingman area.

JOB SUMMARY
Responsible for overseeing all financial aspects of Kingman Academy of Learning according to Arizona Department of Education, federal, state, and local laws and regulations, as well as, school policies and procedures ensuring Kingman Academy of Learning remains fiscally sound while allowing necessary funds to be directed toward curriculum and instruction.

- Plan, organize, and direct the Charter’s business functions; establish and maintain accounting procedures, fiscal reporting requirements, and budget work program.
- Prepare reports as required for bondholders.
- Oversee the preparation and submission of grants and completion reports as required for federal and state compliance.
- Maintain and oversee all aspects of Kingman Academy of Learning General Fixed Assets Listings.
- Ensure that U.S.F.R. / U.S.F.R.C.S. procedures are implemented and followed.
- Supervise all accounting functions and business office staff.
- Maintain accounting records per Arizona State Library, Archives and Public Records Retention Schedule.
- Manage the Charter’s real estate and insurance programs.
- Analyze and prepare unaudited financial statements.
- Oversee the reconciliation of all bank accounts.
- Direct the preparation of reports to the proper staff officials concerning the status of their budgetary accounts to guard against the overspending of any budgeted account.
- Maintain general revenue and appropriation ledgers on an encumbrance basis.
- Take the initiative in developing improvements in the financial management of the school system, including budget methods, format, and presentation.
- Prepare analysis of program costs and methods of financing, including long-range projections of requirements.
- Obtain and study comparative prices and quotations.
- Purchase by comparative bidding, informal quotations, and negotiation, items of supply and equipment necessary for the operation of the Charter.
- Prepare all bidding documents, including notice to bidders, instruction to bidders, specifications and form or proposal.
- Recommend the purchase of and oversee the maintenance of business equipment.
- Oversee that procurement procedures are being followed at both the school and the School Support Center level.
- Direct the development and maintenance of appropriate records, such as approved vendor’s list and bidders’ list.
- Assume responsibility for correspondence relating to Kingman Academy of Learning purchasing activities.
- Arrange for the internal auditing of school accounts if necessary.
- Identify suspected fraud and report to the Executive Director.
- Keep the Executive Director apprised of the financial condition of Kingman Academy of Learning.
- Act as advisor to the Executive Director on all questions relating to the business and financial affairs of Kingman Academy of Learning.
- Make a full and complete itemized report of the finances of the Charter to the Board at the close of each year.
- Work with the Executive Director to plan and prepare financial budgets for the schools and the School Support Center.
- Develop budget guidelines, coordinate preparation of the budget, and assist key administrators in review of the budget.
- Coordinate the presentation of, justification for, and preparation of additional analysis required to understand the budget proposal for action by the Board.
- Supervise the execution of the enacted budget, including the recommendation of administration controls where required.
- Prepare and submit Annual Budget, Revised Budget, and Annual Financial Report according to the Arizona Department of Education requirements.
- Oversee school budgets, offering guidance as needed.
- Coordinate, process, and control transfers of budgeted funds as requested by principals and supervisors.
- Perform other duties as required by the Administration.
QUALIFICATIONS
- Ability to communicate effectively orally and in writing.
- Ability to read, analyze, and understand common scientific and technical journals, financial reports, and legal documents.
- Ability to carry out supervisory responsibilities of employees in accordance with the organization’s policies and applicable laws including interviewing, hiring, and training employees; planning, assigning, and directing work; evaluating performance, rewarding and disciplining employees; addressing employee complaints and resolving problems.
- Ability to solve problems, constantly analyzing and solving problems as they occur, working to overcome the obstacles that may prevent Kingman Academy of Learning from reaching its goals of remaining fiscally sound and providing a world-class education to all students.
- Specific knowledge-based competencies required to satisfactorily perform the functions of the job to include: pertinent laws, codes, Kingman Academy of Learning policies, and/or county, state and/or federal regulations; personnel processes; program planning and development; school budgeting, policies and audit procedures with the ability to respond to complex or difficult inquiries from regulatory, governmental or banking agencies, attorneys and members of the business community.
- Complete understanding that the budget cannot be measured solely in terms of dollars and cents. It must also be evaluated based on how well budget driven resource allocation enables students, teachers, and administrators to meet strategic goals and objectives. By this standard, the budget is not a separate process weighed in fiscal and operational terms. Instead, it is a part of the larger process to provide a world-class education to all students.
- Virtually self-supervising with considerable responsibility regarding general assignments in planning time, method, matter, and/or sequence of performance of own work, in addition, the organization and delegation of work operations for employees engaged in widely diversified activities.

SALARY: $85,050 - $109,350 DOE
