DEFINITIONTo plan, organize and direct the activities of the Finance Department, which include Accounting, Utility Billing, Tax and Purchasing Divisions. To supervise departmental staff; to coordinate activities with other city departments and outside agencies; and to provide highly technical financial analysis and assistance to the City Manager and City Council.
SUPERVISION RECEIVED AND EXERCISEDReceives administrative direction from the City Manager. Exercises direct and indirect supervision over professional, technical and clerical staff.
ESSENTIAL JOB FUNCTIONS- Adheres to City attendance and punctuality policies demonstrating dependability.

Duties may include, but are not limited to, the following:- Direct and participate in the development and implementation of goals, objectives, policies and procedures related to the Finance Department and the City of La Porte
- Plan, direct, and review all financial activities including purchasing, accounting, utility billing, tax collections, budget and investments, and grant administration
- Plan, direct and review all financial functions with standard municipal fiscal management methods and practices with an emphasis on budget preparation and administration and cash management.
- Serve as fiscal advisor to the City Manager and City Council on all fiscal management issues; develop annual city budget, budget projections, revenue forecasts, debt service schedules, financial memos and reports for City Council.
- Apply professional judgment in the application of accounting principles and analyze procedures and processes to ensure compliance with generally accepted accounting principles.
- Apply GAAP to accounts and financial statements including implementing new pronouncements.
- Review, evaluate and administer program goals and objectives developed by divisional managers.
- Coordinate Finance Department's activities with other City departments and outside agencies.
- Select, supervise, train, and evaluate staff.
- Perform related duties as assigned.
PHYSICAL REQUIREMENTSFor indefinite periods of time - mobility within an office; writing; standing; sitting; seeing; data entry; lifting and carrying up to 20 pounds; reading; reaching above shoulder level; using both hands for simple and firm grasping; clarity of hearing; communicating clearly and effectively, in person and by telephone; fine finger manipulation; operation of a personal computer, calculator, and printer.
QUALIFICATIONSKnowledge of:- Procedures for planning, implementing, and maintaining a variety of financial activities and programs such as accounting, purchasing, budgeting and revenue collections
- Recent developments, current literature and sources of information related to municipal financial administration.
- Principles and practices or organization, administration and personnel management.
- Standard financial evaluation methods and practices and report writing procedures.
- Generally Accepted Accounting Principles and how it applies to municipal governments;
Ability to:- Interpret applicable laws, rules and regulations dealing with the effective management and accounting for municipal finances.
- Prepare and administer a departmental as well as city wide budget.
- Communicate clearly and concisely, both orally and in writing
- Prepare comprehensive reports and memorandum for internal and external presentation.
- Select, supervise, train and evaluate staff.
- Establish and maintain effective working relationships with those contacted in the course of work.
TRAINING AND EXPERIENCESeven years of progressive municipal finance experience and a Bachelors degree in finance, accounting, or related field is required
LICENSES AND CERTIFICATESPossession of, or ability to obtain within two years, a certification as a Certified Public Accountant or Certified Government Finance Officer.
Possession of a valid Texas Driver's License
