Full Job Description
This position is a high-visibility, middle-level management role responsible for the strategic development, implementation, and oversight of a comprehensive, rank-based leadership development program serving approximately 2,500 sworn and civilian personnel.

The Director leads the establishment and sustainment of a modern Leadership Institute designed to enhance supervisory effectiveness, strengthen organizational culture, and support operational excellence across the Department.

Reporting directly to senior command staff, the incumbent exercises significant independent judgment in program design, policy development, resource management, and the ongoing evaluation of leadership needs and outcomes across the Department. The Director is supported by an Administrator who assists with the execution of all tasks related to the oversight, scheduling, and planning of leadership training and education.

Objectives for this position will include but are not limited to:

Strategic Planning & Policy Governance
• Formulate Strategy: Develop and implement a comprehensive leadership development strategy aligned with Department priorities and professional standards.
• Define Competencies: Establish and maintain a leadership competency framework aligned with organizational values and operational requirements.
• Establish Governance: Develop policies, procedures, and governance structures related to leadership development.

Curriculum Architecture & Program Design
• Design Training Ecosystem: Design and oversee rank-based leadership training programs from entry-level through executive leadership.
• Enforce Relevance and Equity: Ensure all programs are delivered in a manner that is consistent, equitable, and operationally relevant.
• Standardize Personnel Selection: Develop and maintain objective and transparent processes for the selection of personnel for leadership training opportunities.
• Instruct and develop course materials, consult on leadership challenges to integrate into future trainings

Instructional Leadership & Staff Administration
• Direct Operations: Provide strategic oversight of all Leadership Institute programs, curriculum, and instructional delivery.
• Manage Personnel: Supervise and coordinate staff, instructors, and subject matter experts involved in leadership training.
• Administer Digital Learning Platforms: Oversee administration of training programs delivered through the Department's Learning Management System (e.g., Moodle Workplace or equivalent).

Performance Metrics & Continuous Evaluation
• Analyze Data & Outcomes: Monitor and evaluate program effectiveness through data analysis, reporting, and stakeholder feedback.
• Mitigate Capability Gaps: Identify leadership capability gaps and recommend targeted training interventions.
• Brief Executive Leadership: Prepare reports and briefings for command staff on leadership development initiatives and outcomes.

Stakeholder Collaboration & Regulatory Compliance
• Engage Internal Partners: Collaborate with internal stakeholders, including command staff, training personnel, and administrative divisions.
• Ensure Regulatory Alignment: Ensure compliance with all applicable laws, regulations, accreditation standards, and Department policies.

Qualifications:
MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
