The Director, Greenfield Strategic Projects leads the advancement of Greenfield growth opportunities by integrating strategic planning, financial analysis, market intelligence, and political and community stakeholder engagement. As a key partner to Greenfield leadership, this role evaluates opportunities, navigates complex challenges, and aligns cross-functional teams in support of long-term growth objectives. The strategic project role also ensures that project execution remains aligned with the approved Long-Term Planning, Greenfield Program, & Greenfield Project Strategies and scope, considering market conditions, community needs, political factors, and project design at every stage.
ESSENTIAL FUNCTIONS:50 % of position -Greenfield Strategy & Project Advancement • Lead cross-functional strategic assessments and coordinate the departments and resources required to advance Greenfield growth opportunities.
• Develop recommendations that support land, market, and growth decisions through analysis of long-term planning, operational, community, financial, and governmental considerations.
• Coordinate cross-functional efforts across Operations, Finance, Legal, Engineering, Environmental, and external partners to advance key initiatives aligned with Long-Term Planning.
• Identify risks, obstacles and opportunities for strategy that help leaders decide how to respond.
• Monitor industry, economic, regulatory, and market trends that may impact future growth opportunities.
15 % of position-Financial Analysis & Budget Governance • Recommend how to allocate capital across the Greenfield Projects Pipeline to optimize strategic, financial, and development goals.
• Work with Finance and business leaders to evaluate project costs, returns, funding needs, and risks.
• Lead budgeting, forecasting, and financial oversight for complex strategic and Greenfield projects.
25 % of position-Opportunity Evaluation & Market Assessment • Lead market, demographic, competitive, and economic analyses to identify and evaluate prioritized Greenfield growth opportunities.
• Evaluate new opportunities that arise outside the approved project pipeline to determine their strategic fit, potential value, resource needs, and priority within the Greenfield program.
• Turn complex data into clear recommendations for business leaders.
• Develop materials and presentations that support executive decision-making.
10 % of position-Government & Stakeholder Engagement • Build productive relationships with local governments, economic development organizations, community stakeholders, and regulatory agencies.
• Lead public engagement, entitlement, and permitting efforts associated with Greenfield projects.
• Lead unusual or complex approval and permitting efforts-including post-closure water storage, reserve expansion, landfill permitting, and similar opportunities-from initial assessment through regulatory approval.
• Monitor legislative and regulatory developments and assess potential impacts on business objectives.
MINIMUM REQUIREMENTS:Education: Bachelor's degree in Business, Economics, Engineering, Planning, Real Estate, or related field required.
• Advanced degree preferred.
Work Experience:• 5+ years of experience in strategic planning, project development, economic development, finance, operations, engineering, or related fields.
• Demonstrated ability to lead complex initiatives through influence and collaboration.
• Experience using development financial models and market and business analysis to support strategic and permitting decisions.
• Experience engaging external stakeholders and building effective partnerships across diverse interests.
• Proficiency with project management and communication tools, GIS, and financial modeling.
