In-Office: This is a 100% in-office role based at our
Schaumburg, IL, Merdian, ID, Lake Mary, FL or Rochester, NY location. Remote or hybrid work is not available for this position. Candidates must be able to work on-site five days per week during designated work hours; however, exceptions may be considered for current Paylocity employees who reside outside the standard commuting radius of a Paylocity office.
Position OverviewBenefits Enhanced and Benefits Enterprise are the tools Paylocity's customers depend on to administer workforce benefits. The Director of Benefits Operations leads the teams that deliver that experience behind the scenes: Third-Party Administration (TPA) services, Electronic Data Interchange (EDI) implementation and maintenance, and COBRA administration. The majority of the role focuses on TPA operations, including carrier and vendor relationships, eligibility and enrollment accuracy, and service quality.
Benefits Administration is a core part of Paylocity's HR suite and underpins our broker channel sales strategy. This leader sets the vision and structure for the function, builds the controls and KPIs that keep it accurate and compliant, and works with systems development teams to build the capabilities customers need.

- Lead three areas of responsibility: TPA operations (the majority of the role), EDI implementation and operations, and COBRA administration.
- Define the vision, goals, and operating model for the Benefits TPA, EDI, and COBRA teams.
- Oversee day-to-day TPA operations, including eligibility, enrollment, and change processing, and meet published SLAs.
- Manage carrier and vendor relationships, including performance against SLAs, escalations, and joint process improvement.
- Lead implementation of new EDI connections, initiatives, and upgrades, and ensure integrations work reliably with Paylocity's benefits and payroll/HR systems.
- Monitor EDI file quality, error rates, and turnaround, and drive improvements.
- Oversee COBRA administration, including qualifying event processing, notices, and premium and election tracking, and ensure compliance with federal and state requirements.
- Ability to lead integration of AI capabilities into core business processes, championing change management, and ensure measurable improvements in efficiency, decision quality, and client experience.
- Collaborate with nearshore site leadership to address staffing needs, operational performance, employee engagement, and process consistency across nearshore teams.
- Partner with Legal, Compliance, and external vendors to maintain audit readiness and keep processes current as regulations change.
- Capture customer and operational data, and partner with systems development teams to prioritize and build Benefits Administration capabilities.
- Develop KPIs and quality controls using a recognized methodology such as Lean Six Sigma, and report results to senior management.
- Lead staffing, development, and morale across Benefits TPA, EDI, and COBRA teams, and mentor leaders across the operations department.
- Communicate effectively across Benefits departments and with internal and external partners.
- Lead or participate in cross-departmental strategic initiatives.
- Travel requirements will vary throughout the year but are expected to average approximately 25%.
Education and Experience- Bachelor's degree required
- Min 10 years in an operational management role in a high volume environment
- Knowledge of management concepts and practices including supervising and motivating employees, performance management and employee development/training
- Proven success of management concepts and practices including supervising and motivating employees, performance management and employee development/training
- Experience developing, implementing and managing control/auditing processes via a recognized process improvement methodology, (such as Lean Six Sigma), is required
Project Management:
- Experience managing employees working on both task oriented and project driven tasks a strong plus
- Experience managing tasks in a matrix project management environment is a strong plus
- Experience developing and driving adoption of cross departmental processes preferred
- Experience collecting data and driving development priorities using a data focused approach is a plus
- Experience working with payroll and/or HR data a huge plus!
- Extensive experience with a multi-customer product required
- Demonstrated use of a Process Improvement methodology is required
- Strong communication skills with external parties required
Physical Requirements- Ability to sit for extended periods: The role requires sitting at a desk or workstation for long periods, typically 7-8 hours a day
- Use of computer and phone systems: The employee must be able to operate a computer, use phone systems, and type. This includes using multiple software programs and inquiries simultaneously
The base pay range for this position is $138K - $225K /yr; however, base pay offered may vary depending on job-related knowledge, skills, and experience. This position is eligible for an annual bonus and restricted stock unit grant based on individual performance in addition to a full range of benefits outlined here.
