The Executive Office of Housing and Livable Communities (EOHLC) is seeking a Manager of Program Integrity in the Division of Housing Stabilization (DHS)!
OVERVIEW (NOT ALL INCLUSIVE):
The DHS Manager of Program Integrity, (hereinafter known as the Manager), is the lead EOHLC employee responsible for managing EOHLC's fraud prevention and mitigation strategies for the Residential Assistance for Families in Transition (RAFT) and HomeBASE programs which provide temporary emergency housing assistance to households facing eviction and homelessness. The Manager leads the development, implementation, and evaluation of data-driven program policies designed to identify and intercept fraudulent RAFT and HomeBASE applications before payments are issued, while minimizing adverse impacts on legitimate applicants.
The Manager oversees the fraud prevention work of 11 Regional Administering Agencies (RAAs) and their several hundred RAA staff involved in processing applications. The Manager will also directly manage contracts with third-party vendors supporting fraud prevention and mitigation efforts.
The Manager will play a key role in building and strengthening the Program Integrity team and the systems supporting the RAFT and HomeBASE programs. Subject to necessary approvals and hiring, the Program Integrity team is anticipated to include two Program Integrity Coordinators who would report directly to the Manager. The Manager may also supervise additional staff as the Program Integrity function develops and staffing needs evolve.
While eligibility determinations are made by RAAs, the Manager, working with other Program Integrity staff as available, will be directly involved in reviewing and investigating applications, documentation, and related materials that are flagged for suspected fraud or otherwise require further review by EOHLC.
DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):
1. Investigations :
• Lead and direct multiparty investigations of emerging fraud trends for RAFT and HomeBASE, overseeing the work of RAAs, EOHLC & third-party data analysts, inside and outside counsel, and other stakeholders and determining when matters warrant referral to law enforcement as appropriate.
2. Program Oversight and Performance Management :
• Train, direct and oversee contracted organizations in their efforts to detect, mitigate, and respond to attempted fraud without harming legitimate applicants.
• Monitor and hold contracted organizations accountable for compliance with fraud mitigation policies; intervene when staff do not follow proper established protocols and address noncompliance through targeted training, corrected action or written reprimand.
• Lead biweekly calls with RAA staff to drive consistent implementation of fraud mitigation policies and practices.
3. Data analysis :
• Analyze current RAFT and HomeBASE processes to develop policy/programmatic recommendations to ensure fraud is detected while minimizing adverse impacts to legitimate applicants.
• Direct analyses of program data completed by EOHLC staff and third-party contractors to inform fraud prevention activities.
4. Policy Development and Analysis :
• Develop and implement fraud prevention policies and programmatic strategies based on investigation findings and data analysis.
• Analyze current technological & business processes in rental assistance processing to identify vulnerabilities and develop and implement mitigation measures.
PREFERRED QUALIFICATIONS:
1. Certified Fraud Examiner (CFE) certification preferred.
2. Experience translating fraud reports, investigations, and analyses into actionable policy or programmatic changes to reduce fraud.
3. Experience investigating fraudulent claims, particularly in government cash or cash-like assistance programs.
4. Experience using large datasets to identify potentially fraudulent claims, relative efficacy of various fraud mitigation tools, and areas of fraud risk.
5. Experience liaising with law enforcement around fraud, waste, and abuse.
6. Experience with anti-fraud tools in banking, including Know Your Customer regulations and methods, and electronic payment processes
7. Experience training frontline staff in complex and sensitive topics.
8. Experience managing staff.

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed.
Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division's Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.

Qualifications:
MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
