Full Job Description
BRIC is recruiting a Deputy Project Manager to support leadership and day-to-day execution of a prospective DOE SPRPMO Management and Technical Support Services task order. The DPM will act as the PM's principal deputy, coordinate execution across functional areas, maintain staffing and deliverable discipline, and may serve in a dual management/functional leadership role when qualifications and workload support that structure.

*This position is contingent upon contract award.*

Responsibilities:
  • Act as the Project Manager's principal deputy and assume delegated PM responsibilities or act for the PM during absences.
  • Coordinate execution across financial management, business management, technical management, administrative support, and special projects.
  • Track workload, staffing, vacancies, action items, milestones, deliverables, risks, and corrective actions; elevate issues with recommended solutions.
  • Maintain cross-training, backup coverage, and surge capacity so workload spikes or vacancies do not affect mission performance.
  • Coordinate preparation, review, and timely submission of recurring and ad hoc deliverables and help minimize rework through disciplined quality control.
  • Support transition, onboarding, clearance/access readiness, knowledge transfer, and continuity of operations.
  • Assist with subcontractor integration, resource allocation, functional-lead coordination, and resolution of competing priorities.
  • Support QASP/QAP performance measurement, continuous improvement, cost/waste reduction, and process-efficiency initiatives.
  • Maintain effective coordination with DOE counterparts and other site stakeholders while preserving non-personal-services boundaries.
  • Serve in a dual DPM/functional-lead role if the final staffing model and candidate qualifications support an efficient configuration.
  • Other duties as assigned.


Qualifications:
  • Demonstrated program/project-management or senior functional-lead experience on complex Federal or comparably regulated mission-support programs.
  • Experience coordinating multidisciplinary teams, workload, deliverables, staffing coverage, action closure, and day-to-day operational execution.
  • Demonstrated ability to serve as a credible deputy to a senior PM and exercise sound judgment within delegated authority.
  • Documented examples of personally improving a process, resolving a difficult operational or technical issue, or implementing a methodology that produced measurable results.
  • Strong written and oral communication skills, including executive briefings, action tracking, and coordination across Government and contractor organizations.
  • Ability to work primarily on-site in New Orleans and travel to SPR facilities as required.
  • Ability and willingness to execute a two-year Key Personnel Letter of Commitment if selected for proposal submission.
  • Ability to satisfy DOE security and site-access requirements associated with assigned duties.


Desired Qualifications:
  • Active DOE Q or L clearance, or current DoD Top Secret/Secret eligibility appropriate for reciprocal DOE access processing.
  • Direct experience supporting the DOE Strategic Petroleum Reserve, Office of Petroleum Reserves, or another DOE mission in a comparable operating environment.
  • Demonstrated functional depth in one or more areas that could support a dual DPM/functional-lead role: financial management, business management, audit, security/emergency response, ES&H, quality assurance, scheduling/configuration management, cost estimating, IT, or administration.
  • Experience with DOE systems/processes such as STARS, STRIPES, BFADS, BARC, iPortal, SharePoint, Power BI, K2 workflows, EVM/EAC, or DOE project controls.
  • PMP, PgMP, PE, MBA, FAC-COR, DOE Federal Project Director credential, Lean Six Sigma, or other relevant professional certification.
  • Prior Federal transition experience and demonstrated improvement in efficiency, quality, cost, schedule, or risk.
