Responsibilities & QualificationsWe are seeking a Deputy Program Manager to support the Department of Homeland Security (DHS) Network Operations Security Center (NOSC) Network, Cloud, and Cyber Services (NCCS) 2.0 program.
The Deputy Program Manager will support overall program execution and delivery of enterprise network, cloud, cybersecurity, security operations, and IT service management services. The position will assist with contract management, technical and operational oversight, customer coordination, performance management, cybersecurity operations, continuous service improvement, and delivery of mission-critical services.
The ideal candidate will have significant experience managing cybersecurity programs and teams in complex federal environments. Experience leading Security Operations Center (SOC) and/or Network Operations Center (NOC) support within DHS is highly preferred.
REQUIRED QUALIFICATIONS
Experience
- Minimum of five (5) years of overall cybersecurity management experience.
- Demonstrated experience leading or managing cybersecurity programs, operations, technical teams, or service-delivery functions.
- Experience supporting cybersecurity, network operations, incident management/response, vulnerability management, or related enterprise security operations.
- Strong program and project management skills with the ability to coordinate technical teams, operational priorities, customer requirements, performance metrics, and program deliverables.
- Strong written and verbal communication skills with the ability to communicate effectively with government customers, technical teams, program leadership, and other stakeholders.
Certification
- Certified Information Systems Security Professional (CISSP) – Required.

Highly Preferred Qualifications

- Active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance.
- Previous experience supporting the Department of Homeland Security (DHS).
- Demonstrated experience leading or managing a Security Operations Center (SOC) and/or Network Operations Center (NOC) in a DHS environment.
- Experience managing integrated cybersecurity and network operations supporting enterprise or mission-critical environments.
- Experience with Cybersecurity Services Provider operations, ITSM, vulnerability management, security-control assessments, FISMA reporting, Zero Trust, and continuous service improvement.
RESPONSIBILITIES
The Deputy Program Manager will support program leadership and execution across the NCCS 2.0 scope, including:
- Support overall contract and program management, including planning, staffing, performance, risk, deliverables, customer coordination, and operational execution.
- Provide leadership and oversight for cybersecurity, network, cloud, platform, system operations, and IT service delivery activities.
- Support Knowledge Management (KM) and development and maintenance of doctrine, policies, plans, procedures, and Standard Operating Procedures (SOPs).
- Support service catalog development, customer relationship management, and service management practices.
- Coordinate program communications and project management activities across technical and operational teams.
- Support the Continuous Service Improvement Program (CSIP) and identify opportunities to improve service quality, efficiency, reliability, and performance.
- Develop, monitor, analyze, and report program performance, operational, and investment metrics.
- Support capability testing, training, exercises, data calls, and data acquisition requirements.
- Support the Cybersecurity Services Provider (CSP) program and associated cybersecurity service-delivery requirements.
- Oversee or coordinate network, cloud, and cybersecurity monitoring and analysis, event management, incident management, and incident response activities.
- Support Network Operations Services, including enterprise network availability, performance, security, and operational support.
- Support cloud, platform, system operations, program tools, web services, and system administration activities.
- Support implementation and continuous improvement of cybersecurity and IT service-delivery capabilities.
- Support OneNet network infrastructure operations and maintenance and associated Information Technology Service Management (ITSM) activities.
- Coordinate field engineering technical services as required.
- Support cybersecurity programs and activities involving:
- Information Security Vulnerability Management (ISVM)
- Information system security control assessments
- Intrusion Defense Chain and Federal Information Security Modernization Act (FISMA) metrics
- DHS Industry Cyber Hygiene Assessment (CHA) operations
- Zero Trust initiatives

This position requires close coordination with Government stakeholders, program leadership, software engineers, database specialists, system administrators, and operational users. The Senior Software Engineer works in a collaborative, mission-focused environment that requires sound technical judgment, adaptability, discretion, and the ability to respond to changing operational priorities.
