Deputy Program Manager
Candidate must have or be willing to obtain a Public Trust Clearance
Key Tasks:
• Serve as Deputy Program Manager supporting the PM in day-to-day oversight of all Part D Transaction Facilitator operations, including E1 eligibility queries, FIR reporting, TrOOP balance transfers, and COB transaction routing between pharmacies, Part D plan sponsors, and other payers
• Oversee execution of the PWS and QASP performance objectives, ensuring the transaction facilitation platform meets CMS-mandated Acceptable Quality Levels for E1 daily reporting, FIR reporting, and BAA execution
• Manage Business Associate Agreement (BAA) execution with Part D plan sponsors
• Serve as a key point of contact with the CMS COR/Project Officer, supporting bi-weekly management reviews, MA & Part D system workgroups, status conference calls, and preparation of Monthly Status Reports
• Help maintain the Project Management Plan (PMP), project schedule, and deliverables
• Support Transition-In planning and execution, including collaboration with the incumbent contractor to transfer tools, data, documentation, and institutional knowledge
Required Skills
Proven experience:
• Managing Medicare Part D Coordination of Benefits (COB) operations, including TrOOP balance transfers, E1 eligibility transactions, FIR reporting, and BIN/PCN routing
• Serving in a Program Manager, Deputy Program Manager, or senior systems/product management role on a CMS Part D or Medicare COB-related contract
• Working directly with a COR/Project Officer on federal contract deliverables, status reporting, and QASP/PWS performance management
Desired Skills (Pluses)
Proven experience with:
• NCPDP standard pharmacy transactions (E1 and related transaction sets)
• Managing a 24/7 real-time online transaction switching network with connectivity to pharmacies, payers, and other switches
• Experience with Part D transaction facilitation, Medicare Part D eligibility system, or similar CMS switch/clearinghouse contract
• PMP certification or equivalent formal program/project management training
Required Education / Certifications
• Bachelor's Degree preferred (Health IT, Information Systems, Business, or related field)
• PMP certification preferred
The proposed salary range for this position in Maryland is 140,000 to 250,000. Final salary will be determined based on various factors.
