Project Overview:The project is a 1.3 GW simple-cycle power generation facility located in Millersport, Ohio, being constructed adjacent to a hyperscale data center campus. The facility includes multiple power generation technologies consisting of Solar Titan 130 gas turbines, Siemens SGT800 gas turbines, reciprocating engines, battery energy storage systems (BESS), substations, and associated balance of plant infrastructure.
The scope includes major civil, mechanical, electrical, structural, underground utility, control systems, and commissioning works required to support phased energization and turnover of the facility. Construction will be executed through a combination of direct hire and subcontracted labor supported by modularization, pre-assembly, offsite warehousing, and advanced work packaging methodologies.
Job Summary:Supports the Labor Relations Manager in the administration and execution of labor relations programs on a project or within a region. Provides leadership for day-to-day labor relations activities including labor agreement administration, workforce planning, employee and union relations, dispute resolution, compliance activities, and labor reporting. Acts on behalf of the Labor Relations Manager as assigned and provides guidance to Labor Relations and Workforce Services personnel. #LI-TH1
Major Responsibilities:- Supports the Labor Relations Manager in implementing project labor relations and workforce strategies.
- Administers labor agreements, project work rules, and workforce policies.
- Supports labor assessments, labor availability studies, workforce forecasting, and wage analyses.
- Manages day-to-day interactions with union representatives and trade organizations.
- Investigates grievances, workforce complaints, disciplinary matters, and jurisdictional issues and recommends corrective actions.
- Coordinates labor relations communications, labor reporting, workforce metrics, and management reporting requirements.
- Supports labor negotiations, pre-job conferences, mark-up meetings, and workforce planning activities.
- Assists with workforce recruitment, onboarding, retention, and craft development initiatives.
- Supports compliance with labor agreements, regulatory requirements, and company procedures.
- Acts on behalf of the Labor Relations Manager when delegated..
Education and Experience Requirements:- Bachelor's degree in Human Resources, Labor Relations, Industrial Relations, Business Administration, Construction Management, or related field.
- Typically 10+ years of labor relations, industrial relations, workforce services, employee relations, human resources, or construction workforce experience.
- Experience administering labor agreements and resolving workforce issues in a construction or industrial environment.
- Experience interacting with labor organizations and project management..
Required Knowledge and Skills:- Knowledge of labor agreements, grievance procedures, workforce administration, and labor compliance requirements.
- Strong communication, negotiation, and interpersonal skills.
- Ability to manage multiple workforce issues in fast-paced project environments.
- Skilled in investigations, documentation, reporting, and conflict resolution.
- Understanding of craft workforce planning, recruiting, and workforce development.
- Ability to influence stakeholders and maintain productive labor-management relationships.
