The Deputy Director HSSE North America will be the region expert for all health, safety, security and environmental (HSSE) programs, ensuring compliance with Vallourec policies and standards, maintaining compliance with ISO Certification standards, and all local, state, and federal regulations. The Deputy Director HSSE is responsible for promoting a proactive HSSE culture and driving a continuous improvement-based HSSE management system. The Deputy Director HSSE will collaborate across different global regions to align/standardize HSSE programs.
Your Role at a Glance- Serve as a subject matter expert (SME) in health, safety, security and environmental (HSSE) programs
- Lead and support the ISO 45001 Auditing and Group H&S Auditing programs for NA
- Lead and support Contractor HSSE Management for all North American operations
- Lead and support all HSSE Training and Learning programs for North America.
- Lead and support all HSSE Projects supporting the Health & Safety CAP 2030 Roadmap.
- Lead and Support all Business HSSE Special Projects as directed.
- Support all regional HSSE programs and make changes to drive continuous improvement.
- Maintain records associated with HSSE regulatory compliance, standards and company management system
- Support review of regional investigations of HSSE related incidents
- Coach and advise business leaders regarding HSSE regulations, standards and best practices
- Maintain and publish HSSE Metrics and KPIs to measure performance and quality.
- Oversee the quality of the Safety Visit program and maintain critical quality KPIs to measure same
- Oversee the quality of the Safety Gemba Walk program and maintain critical quality KPIs to measure same
- Collaborate with outside agencies as necessary
- Compile and analyze data to provide reports to local and company management
- Supervise and deliver Risk Management and Risk Assessment practices and maintain critical KPIs to measure same.
- Support the review and update of regional and global policies, procedures and programs
- Plan, arrange and deliver HSSE related training for managers, supervisors, employees and contractors
- Evaluate the effectiveness of HSSE policies and practices and standardize to company/industry standards.
- Support the implementation of new Group HSSE standards and policies
- Ensure requisitions are entered for supplies and review and approve invoices for services provided
- Prepare an annual budget to deliver HSSE programs for the business/region.
- Ensure the integrity of the physical security of all business infrastructure.
- Oversee and support HSSE training and orientation programs for new hires and contractors
- Oversee and monitor annual HSSE Training programs for all NA employees.
- Travel as needed to support the business and company.
- Familiar with applicable local, state and federal HSSE regulations.
- Perform field inspection activities for regulatory compliance
What Sets You ApartWe're looking for individuals who bring the right mix of experience, mindset, and motivation:
- Master of Science Degree in a HSSE discipline. Occupational Safety and Health or Industrial Engineering preferred.
- Certified Safety Professional (CSP) credential desired and competitive OR industry equivalent and demonstrated proficiency of management of high-risk control of work. Able to obtain CSP within 1 year.
- Experienced with ISO 14001 and 45001, Integrated Management Systems, and associated documentation and audits
- OSHA 30 Hour General Industry Training
- Extensive knowledge and experience of HSSE regulations, standards and best practices
- Effective and strong writing, verbal and presentation skills; ability to interact with personnel at all levels of the organization with confidence, respect and integrity
- SME at leadership HSSE coaching and support
- SME in Behavioral Based Safety
- SME in ICAM Investigation programs
- SME for OSHA regulations and interpret their application to the company
- SME for regional LOTO policies and practices
- Strong Leadership skills and supervisory experience.
- SME in Life Saving Rule Training, Coaching and Enforcement
- Experienced in delivery of an open HSSE reporting program, based on psychological safety and human performance principles
- Support a significant increase in proactive Near Miss and Unsafe Act or Unsafe Condition reporting
- Support the Group's Risk Assessment reduction program and provide support to all NA sites
- Experience with continuous improvement processes and/or ISO management systems strongly preferred
- Strong MS Outlook and management of on-line digital programs.
- Experienced in organizational, time management and attention to detail skills
- Fully fluent in English. Spanish/French bilingual skills supportive of business communication needs.

- 10-15 Years of Supervisory Experience
- Oil Field or Oil Country Tubular Goods (OCTG) experience ideal
