This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
Job Summary :
The Deputy Director - Capital Reporting & Treasury Accounting oversees the requisition of capital funding in accordance with the rules and regulations governing the various funding agencies, such as Federal Transit Administration (FTA), Federal Railroad Administration (FRA), Federal Emergency Management Agency (FEMA), New York State Department of Transportation, New York State Division of Budget, and New York City Office of Management and Budget. In addition, this position is responsible for ensuring that funding and Treasury transactions are recorded appropriately.
Responsibilities:
- Manage all requisitions of Federal, State, and City funds to ensure they are within established procedures and regulations for all capital projects and that these procedures are followed in a timely, accurate, and efficient manner.
- Submit financial reports and manage federal compliance audits as required by funding partners. Assist external auditors in the audit process, provide audit requirements and information regarding MTA procedures and accounting treatment of financial transactions.
- Communicate the funding status of the MTA capital projects to management through periodic formal reports, and respond to specific information requests to ensure the effective and efficient management of the MTA Capital Program.
- Manage the review of Treasury and IMPACT system Accounting templates to ensure proper accounting of monthly cash, debt, and investment activities, and fund requisitions. Manage the reconciliation and resolution of discrepancies.
- Ensure that the MTA Headquarters' cash, investments, and debt accounting transactions are properly recorded and distributed in the Treasury module.
- Develop and maintain internal control procedures to ensure the accuracy and integrity of financial information.
- Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

Required Education and Experience:
- Bachelor's Degree in Arts/Sciences (BA/BS) in Finance, Accounting, or related field
- Minimum 10 years of p rofessional experience in accounting and finance
- Minimum 3 years of e xperience in regulatory compliance and audit operations
The Following is/are preferred:
- Minimum 3 years of e xperience in managing Treasury Accounting
- Certified Public Accountant (CPA) preferred
Other Information
May need to work outside of normal work hours (i.e., evenings and weekends)
Travel may be required to other MTA locations or other external sites.
