Position classification: Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.
What Success Looks Like In This Job The Data Services Manager & Architect provides strategic and technical leadership for the County's enterprise data environment. Builds the practice of Data Services and supervises technical staff, leads enterprise data initiatives, and provides expert guidance on database technologies, cloud platforms, data governance, and modernization efforts. Oversees data services operations and performance, supports business intelligence and reporting initiatives, and ensures availability, integrity, security, and accessibility of data.

Examples of Duties for Success - Supervise and mentor assigned staff, provide technical leadership, review work assignments, establish priorities, and manage vendor relationships. Works with County departments, cross-functional teams, and external vendors.
- Responsible for the architecture, governance, security, administration, integration, and operational management of enterprise databases, data warehouses, and analytics platforms.
- Develops and maintains enterprise data classification and standards.
- Architect scalable data solutions that support systems, analytics, regulatory compliance, and strategic decision-making.
- Develop and maintain conceptual, logical, and physical data models supporting transactional (OLTP), analytical (OLAP), reporting, and business intelligence systems.
- Administer, monitor, secure, and optimize enterprise database platforms through performance tuning, capacity planning, backup and recovery, disaster recovery, patch management, and automation.
- Design and oversee data integration, ETL/ELT engineering processes, APIs, event-driven integrations, and data migration strategies supporting enterprise applications and legacy system modernization.
- Evaluate emerging database technologies, cloud services, and data management tools; recommend solutions that improve performance, scalability, security, and cost-effectiveness.
- Investigate data anomalies, perform root cause analysis, and implement corrective actions to improve data integrity and reliability.
- Ensure compliance with applicable security, privacy, regulatory, and records management requirements.
- Develop enterprise data standards, reference architectures, documentation, and operational procedures.
- Collaborate with infrastructure, cybersecurity, software development, GIS, and departmental stakeholders to ensure enterprise data solutions align with County technology strategy.
Qualifications for Success - Bachelor's degree in computer science, Information Systems, Data Management, or a related field; equivalent combination of education and experience may be considered.
- At least 7+ years of experience in enterprise data, with a focus on data architecture, administration, management, support, and optimization. Prior experience in a leadership or management role is highly preferred.
- Significant experience architecting, designing, implementing, and administering enterprise database and data warehouse solutions.
- Experience with relational and non-relational databases, cloud data platforms, ETL/ELT processes, and enterprise reporting environments.
- Experience leading technical projects and coordinating cross-functional teams.
- Enterprise data architecture, database design, and data modeling.
- Database administration, performance tuning, backup and recovery, high availability, and disaster recovery.
- Data warehousing, business intelligence, analytics, and data integration methodologies.
- Data governance, metadata management, master data management, and data quality practices.
- Cloud data platforms and hybrid architectures.
- SQL and database automation; experience with scripting languages such as C#, Python, or PowerShell is desirable.
- Information security, privacy, and regulatory compliance related to enterprise data.
- Strong analytical, problem-solving, project management, and organizational skills.
- Ability to communicate complex technical concepts to technical and non-technical audiences.
- Ability to build collaborative relationships, lead technical initiatives, and drive continuous improvement across the County's enterprise data environment.
