OverviewThe Data Architect will provide enterprise-level data architecture, governance, andintegration support to the Naval Criminal Investigative Service (NCIS) Digital BusinessDirectorate (DBD). This role is critical to enabling NCISs law enforcement,counterterrorism, and counterintelligence missions by designing, implementing, andmaintaining secure, scalable, and interoperable data architectures across classified andunclassified environments.
The Data Architect will support NCISs transition from on9premises systems to aDepartment of the Navy 6approved virtual private cloud environment hosted on Flank Speed Microsoft Azure, while ensuring compliance with Department of Defense (DoD).
Responsibilities
As a Data Architect with AMERICAN SYSTEMS, you will have the opportunity to do the following:
- Design, implement, andmaintainenterprise data architecturesthat support NCISinvestigative, intelligence, and operational missions.
- Develop and manageconceptual, logical, and physical data modelsto supportstructured, semi-structured, and unstructured data.
- Establish and enforcedata standards, naming conventions, and interoperabilityframeworks, includingNIEM Open.
- Architectcloud-native and hybrid data solutionssupporting on9premisesand DONvirtual private cloud environments.
- Implement andmaintaindata governance frameworks, includingdata stewardship,metadata management, and data quality controls.
- Ensure compliance withCJIS, NIST, FISMA, FedRAMP, Privacy Act, CUI, andDoD/DON data policies.
- Design secure data access controls usingleast privilege principles, encryption,masking, and data loss prevention mechanisms.
- Supportdata integration strategies, including data lakes, data warehouses,federation, and real-time data exchange solutions.
- Maintain anenterprise data catalogto improve data discoverability, transparency,
- Collaborate with data engineering and analytics teams to ensure architecturessupportmachine learning, analytics, and reporting.
- Optimizedata platform performance through indexing, partitioning, queryoptimization, and scalable cloud architectures.
- Develop andmaintainarchitecture artifacts, diagrams, and technicaldocumentation.
- Support enterprise architecture initiatives and provide technical recommendations togovernment leadership.Department of the Navy (DON), Intelligence Community (IC), and Department of Justice(DoJ) data standards and security requirements.
- This positionoperateswithin secure facilities, including Sensitive Compartmented
- Information Facilities (SCIFs), and requires close collaboration with governmentstakeholders, data engineers, data scientists, cybersecurity personnel,and enterprisearchitects.
Qualifications
- Active Top Secret (TS) clearance Eligible for Sensitive Compartmented Information (SCI) access
- Ability to obtain SCI adjudication within six (6) months
- Willingness to sign andcomply withNon9Disclosure Agreements (NDAs)
Experience
- Minimum10 yearsof experience indata architecture, data management, orenterprise data engineering
- Proven experience designingenterprise-scale data architecturesin regulated orclassified environments
- Experience supportinglaw enforcement, intelligence, or DoD organizationsishighly preferred
- Hands-on experience withhybrid cloud and cloud-native architectures,multiple operatingsystemsand containerization techniques,preferablyinMicrosoft Azure
- Experience integrating data across multiple systems, agencies, and security domainsTechnical Skills

- Experience developing data governance policies and enterprise data standards
- Strong documentation, briefing, and stakeholder communication skills
Pay Transparency StatementAMERICAN SYSTEMS is committed to pay transparency for our applicants and employee-owners. The salary range for this position is USD $129,800.00/Yr. - USD $216,700.00/Yr. Actual compensation will be determined based on several factors permitted by law.
