Responsibilities:
Provide executive-level technical and management leadership for integrated dashboard solutions providing program-level executive views and user-level operational views across the global Department of State enterprise supporting 40,000+ users across 350+ facilities
Establish comprehensive dashboard development strategy leveraging enterprise monitoring capabilities including Oracle Enterprise Manager, Splunk, AppDynamics, Zabbix, and ServiceNow with data refresh intervals not exceeding 15 minutes
Direct infrastructure system availability monitoring programs coordinating with DT ENMOC across 350+ facilities, establishing monitoring strategies and implementing automated alerting frameworks
Direct the management, operation, maintenance, and strategic evolution of core infrastructure services including cloud-based platforms and distributed systems across the global enterprise
Direct mobile-friendly responsive user interface development establishing enterprise standards for user experience design, ensuring comprehensive Section 508 accessibility compliance and WCAG adherence
Direct Capacity Management Plan development defining capacity utilization metrics, forecasting methodologies, and performance baseline standards supporting infrastructure expansion planning
Direct monthly Contract Status Report (CSR) development and executive presentation maintaining comprehensive meeting minutes and providing Government leadership with transparent visibility into program health
Establish enterprise weekly reporting strategy using Integrated Operational Dashboards to minimize detailed written reports and enhance stakeholder engagement through self-service analytics
Direct Quarterly Spend Plan development covering all active contract periods with comprehensive financial projections, CLIN tracking, labor category analysis, and scenario planning capabilities
Provide strategic technical and management leadership on major dashboard development programs, establishing strategic goals and plans while directing activities with overall responsibility for financial management, methodology selection, and staffing decisions
Qualifications:
Required –
Bachelor's degree + 13 years of experience in related fields, such as software development, dashboard development, business intelligence architecture, data visualization engineering, or full-stack development with leadership responsibilities; equivalencies considered.
Active Secret Clearance
Proven track record providing executive-level technical and management leadership for enterprise-scale dashboard development programs supporting 10,000+ users in complex, distributed environments
Demonstrated expertise in establishing enterprise dashboard strategies, data visualization architectures, and business intelligence governance frameworks
Expert-level mastery of dashboard technologies including Power BI, Tableau, and advanced proficiency in full-stack development including HTML5, CSS3, JavaScript, React/Angular/Vue.js, and RESTful APIs
Strong leadership abilities with proven experience directing technical teams, managing program budgets, and making strategic staffing and resource allocation decisions

Pay Range:
There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
