Job Introduction

This senior-level position involves highly responsible professional and managerial tasks related to contract administration and fiscal operations within the City of Tampa's Community Redevelopment Areas (CRA).

Nature Of Work

Operating under the general direction of the CRA Director, the CRA Contracts and Development Manager is responsible for overseeing Projects, Grants, and Business Operations. The employee in this class is responsible for tasks of considerable difficulty involving the coordination and administration of government contracts, and oversight of all agency finances. Role requires proficiency and compliance with municipal and departmental rules, regulations, procedures, and ordinances. Also requires strong interpersonal skills and extensive contact with government officials and public/private entities (e.g. Community Redevelopment Agency, City Council, City Administration, CRA Managers and their Community Advisory Committees). Performance is assessed through conferences, written reports, and observation of results. This is an appointed position, with the employee serving at the pleasure of the Mayor.

Examples of Duties

Supervises and guides Projects, Grants, and Administrative Teams.

Oversees the administration of development agreements to assure compliance with contract requirements.

Oversees customer service, records maintenance, and accounting for agency.

Implements and manages Standard Operating Procedures.

Participates in public meetings to exchange information, make recommendations; conduct field investigations; make periodic visits to locations to determine adherence to procedures and address issues.

Represents the City, collaborating with Citizen boards, commissions, and public/private officials on city-related redevelopment issues.

Maintains databases and evaluates progress and publishes monthly, quarterly, and annual reports.

Recommends personnel actions, professional development, and performance evaluations.

Assists with the preparation of annual budgets; and administers Tax Increment Financing (TIF).

Actively seeks additional funding opportunities to leverage CRA incentives.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of: Proficiency in the Community Redevelopment Act, Chapter 163, Part III (163.330-163.463); state and municipal redevelopment principles and practices.

Skills in: Strong urban planning and technical aptitude; excellent communication and interpersonal skills.

Ability to: Supervise and guide other managers effectively; innovative thinking to address redevelopment challenges.

Suggested Minimum Qualifications

Bachelor's degree in business administration, urban planning, or a related field from an accredited college or university and eight (8) years of experience in a manager or supervisor role on private and/or public development projects and initiatives in an urban core setting, with demonstrated success in community building and working with diverse stakeholders.

Licenses or Certifications

Possession of a valid Florida drivers' license is required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
