Position Summary: New York City Public Schools (NYCPS) is the largest school system in the nation, with nearly 1 million students, 135,000 employees, including more than 80,000+ teachers and an annual budget of $38B. The Division of Contracts and Purchasing (DCP) is responsible for shepherding, managing, and registering all contracts, as well as for maintaining oversight of non-contracted spend. DCP is governed by the Procurement Policies & Procedures (PPP).
Under supervision of the Director of Cost Price Analysis, with latitude for independent judgment and decision-making, the Cost Price Consultant is responsible for providing support in the processing of contract proposals from community-based service and commodity providers, and providing guidance to selected vendors on financial matters of contract compliance.
The Consultant performs vendor research and analysis to identify pricing and financial issues, including overbilling and other contract compliance concerns. The Consultant prepares reports to refer matters via memoranda to the appropriate authorities, such as the New York City Department of Education's (DOE) Office of Legal Services, New York City Law Department, Office of the Special Commissioner of Investigation for the New York City School District, and other law enforcement agencies, as required. Performs related work.

Reports to: Director, Cost Price Analysis (Vendor Research and Price Analysis)

Direct Reports: N/A

Key Relationships: Interacts with community-based services and commodity vendors, internal DCP staff include the Office of Supplier Diversity, central and school-based clients, and numerous City, State, and Federal government agencies.

RESPONSIBILITIES
• Collaborates with vendors to assist with compliance and reviews of contracts, regulations, policies, and coordinates procedures to determine vendor compliance.
• Works with vendors and central office and school-based program offices to facilitate resolution of complex contract compliance matters, including erroneous billing and other corrective actions.
• Determines if a vendor is found non-responsible and/or ineligible to receive a contract award from the DOE for circumstances involving pricing or erroneous billing.
• Processes, records, and stores information, including compiling, reviewing, and maintaining all information and evidence gathered pertaining to qualifications, histories, and allegations of impropriety regarding vendors.
• Conducts cost and price analyses and recommends pricing adjustments to determine fair and equitable resolution on matters such as lowering pricing in order to determine that costs are fair and reasonable.
• Communicates clearly and effectively, with vendors, City, State, and Federal agencies to resolve complex problems discovered during price reviews.
• Prepares memoranda and reports containing information collected from pricing reviews.

Qualification Requirements

1. A baccalaureate degree from an accredited college and two (2) years of experience in an area related to the duties described above;

Preferred
• Knowledgeable of financial and accounting principles, price analysis concepts, and review of cost budgets.
• Accountable and proactive with excellent interpersonal, problem-solving, leadership, organizational, communication, and negotiation skills.
• Strong quantitative and qualitative analytical skills; strong critical writing skills.
• Ability to multitask and complete job functions in an orderly, efficient manner.
• Ability to perform detailed work with a high degree of accuracy.
• Ability to use computer software programs used in researching information and preparing reports
• Self-starter with a sense of urgency who can adapt to changing priorities and work effectively in a fast-paced environment.
• Ability to work under pressure and to meet deadlines consistently.
• Ability to collaborate on a team and with a diverse set of stakeholders.
• Strong interpersonal skills in dealing with education and non-education personnel, internal and external to NYCPS.
• Demonstrated strong project and event management skills.
• Excellent spoken and written communication and presentation skills.
• Proficiency in Microsoft Office suite, including 365 and especially Word, Excel, Access, and PowerPoint to analyze large amounts of data and report in summary format.
• Attention to detail and able to follow-through.
• Time management skills, especially when handling multiple high-priority projects simultaneously.

Salary: $40 hourly rate

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
